I think the "core of engineers analysis" is most likely an
Obama tactic to take the press away from the Native American uprising and onto
Obama while he’s traveling around the world.
But that ship is sunk. The international press is more
interested in the Native American uprising and everything & anything Trump than
"Dead Duck Obama & his Dancing Dead Democrats".
And if the pipeline is not approved soon, Energy Partners investors will back out, their stock price will plummet and the pipeline is dead. This could be an amazing populous victory for Republicans and Trump.
If the pipeline is killed Native Americans and
environmentalists will lean towards Trump and Republicans.
The Obama and Clinton TPP is dead. Trump and Republicans
scored another pro-union, populous victory and importantly an environmentalist victory that stifles opposition to Republicans and Trump.
AND THERE IS THE BIG ONE. THE THING THAT COULD MAKE TRUMP THE MOST LOVED PERSON IN AMERICA, AMONG MIDDLE CLASS WHITE PEOPLE AND EVEN PEOPLE OF COLOR IF THEY STAY IN LINE:

Republican opposition to spending because of “the debt” is only
cover for blocking everything Obama wants. Republicans only care about debt when Democrats are in control of the White House.
The infrastructure investments would put massive numbers of
ordinary people to work. Our economy would rocket forward from the bottom up,
not from the top Wall St. banks and up. Democratic Party, what’s that?
Locally in Coatesville Trump and the Republicans could give
us the revitalization of Coatesville while making Trump fabulously wealthy. Trump’s kids might buy the Marriott Courtyard Hotel and a shitload of area construction companies first.

White Nationalists won’t need a separate all white nation. Trump and his night-riding Nazi partners will push segregation and separation of people by color for them, with the FBI on the KKK’s side just like the Hoover days but augmented by NSA surveillance and CIA torture.
