WHAT COULD HAVE BEEN

It was Bart Blatstein that first realized the potential of the large tract of new undeveloped land in the center of Coatesville created by the brownfeilds that were then becoming available.

The assets of Coatesville are:

• A large tract of undeveloped land on one of busiest intersections in Western Chester County

• Easy access to major North and South and East and West Interstate Highways.

• A mid size airport with international capability just outside the city limits

• Coast to Coast Amtrak service at the Coatesville train station

• Much lower costs for property and lower construction costs than Philadelphia

• A small city of nearly 11,000 with the infrastructure already in place to accommodate a city of 20,000 residents

• Rolling bucolic countryside partly occupied by a group of extremely affluent people just outside of the city limits.

• Last but not least a city with a “sense of place” where you wake up in the morning look out of a window at the hills and homes and know exactly where you are. Something that Elizabeth Plater-Zyberk, Dean of the Miami School of Architecture said was “to die for”. See the “Coatesville Charrette Report and Urban Design Plan":

Bart Blatstein was the person who got the other developers thinking about Coatesville. He was the man whose interest in Coatesville inspired Baker Properties to purchase land in Coatesville right out from under another developer during the three days that he was getting funding together. And Baker sealed the deal sight unseen from New York City.

Bart Blatstein brought other developers to see Coatesville as a gold mine for development. The youth of Coatesville also saw possibilities for a future Coatesville as a place to go to instead of a place to get away from. But the downtrodden older residents of Coatesville saw no possibility of change and were even uncomfortable thinking about change. And maybe most importantly some of the more bigoted residents in nearby townships could not see any possibilities in what they considered a “black” city. They even had their zip codes changed so that Coatesville would not be a part of their address.

Plans for the revitalization of Coatesville once lined the meeting room at City Hall. As recently as a month ago, I overheard City Council Members at Coatesville City Council meetings talking about those plans for Coatesville drawn up by Bart Blatstein’s company; "Tower Investments". They talked about the crazy absurdity of something like that being built in a poor run down town like Coatesville and what a sham artist Bart Blatstein was. To this day the mention of Bart Blatstein among some members of the Coatesville City Council will bring derogatory comments for his “off the wall unrealistic plans for Coatesville”.

I remember how Bart Blatstein was pilloried with shouted cat calls by "bloc of four" supporters when he talked about his plans at Coatesville City Council meetings. I remember how Bart Blatstein was vilified and treated as a liar and fake by the "bloc of four" supporters. The shouted out mantra of the “bloc of four” supporters was; "IT WILL NEVER HAPPEN HERE".

It looks like the "bloc of four" came through on that promise.

They drove Bart Blatstein away from Coatesville.

At last night’s Coatesville City Council meeting Ben Bruton, a Coatesville resident, asked a question concerning the Police Pension Fund.

Ben Bruton,

“Why does something administrative like this, be passed in front of council; to move in a multi-million dollar pension plan?

Walker,
“The commission approved it.”

Ben Bruton,
“I recall a meeting where; She (Patsy Ray) was there… Rick Dean was there.

We came to give a pension presentation: we were told that you (Harry Walker) weren’t available. We put on our dog and pony show. At the end of the meeting when we were talking about …. updating PENDOT we were informed, by the way guys, we moved the pension plan.

So the city had us come out, spend our time putting on a presentation. They told us after the fact the pension plans had been moved.”

We had a fellow named Pat Sellers in our small city. He ran for PA 6th Congressional District Congress in 96 and picked up Larry Pratt as a speaker for a fundraiser. (See: Lancaster Intelligencer Journal, Lancaster, PA Thursday April 11, 1996 House hopeful charged in fight with teenager) That was after Presidential Candidate Pat Buchanan dropped Pratt because of his alleged KKK connections. Pratt (Gun Owners of America) is partly known as the person who revived the modern day militias. Sellers stated that “he sought Pratt’s support because of his expertise on gun issues.”

“In 1990, Pratt wrote a book, Armed People Victorious, based on his study of "citizen defense patrols" used in Guatemala and the Philippines against Communist rebels — patrols that came to be known as death squads for their murderous brutality. Picturing these groups in rosy terms, Pratt advocated similar militias in the United States — an idea that finally caught on when he was invited for a meeting of 160 extremists, including many famous white supremacists, in 1992.

It was at that meeting, hosted in Colorado by white supremacist minister Pete Peters that the contours of the militia movement were laid out.”

There was an election here in the City of Coatesville PA in 2005. Pat Sellers was a campaign manager who helped to elect 4 Coatesville City Council members who became known as “the bloc of four”. There were alleged threats of “men with rifles in the bushes” on a local radio call in show in the lead up to the election. Coatesville Police could not determine the identity of the caller.

I believe that “bloc of four” city council that led us to a malfunctioning city government in Coatesville and contributed to the 70 plus record breaking arsons and runaway crime here.

Coatesville is in the center of Chester County Pennsylvania it is in the top ten wealthiest counties in the USA in the Main Line Philadelphia area. Princess Grace Kelly grew up nearby. We have regular Fox Hunting with hounds here. Not the place where you would expect to find extremist KKK and Arian Nation activity.

We have had more than our share of KKK and Arian Nation activity here. There were several arrests and convictions of cross burners. But there was one investigation that stood out:

About 7 years ago a City of Coatesville Police Detective Martin Quinn thought that there was something odd about a burglary. He kept the case open. It led to the conviction of three Arian Nation / KKK bomb makers. One bomb maker was David Wayne Hull; the self declared Imperial Wizard of the Pennsylvania chapter White Knights of the Ku Klux Klan. Hull’s intended targets for attacks included abortion clinics, police departments and the Peach Bottom Pennsylvania nuclear power plant. The other two were Joshua Sutter -- a ranking member of the Aryan Nations with national visibility -- and John Keohane -- once a member of a local Ku Klux Klan faction. They are all serving sentences of 8 to 12 years in Federal prison. Now retired Assistant U.S. Attorney Thomas P. Hogan Jr. was instrumental in bringing the extremists to justice. I am sure that many people are unaware all this was occurring in pastoral Chester County Pennsylvania.

There are still several now quiet extremist “cells” alleged to be nearby Coatesville in Chester County. There are a few people like me who are aware of the threat that just a few well armed extremists can have on ordinary people. It is very discouraging to hear that there is a “call to arms” from Right Wing leaders.

Kettle of Corruption

It can be heart wrenching to be immersed in this pot of corruption in the kitchen we call Coatesville. We have been simmering in that pot a long time. It gets hot and stinky in this kitchen and sometimes I would just like to get out of it and move as far away as possible.

But most people do not know the ingredients and the actors who throw things into the pot as well as I do. Not many people know how those ingredients interact and know intuitively what it's going to taste like and smell like when it's done.

Knowing so very much about the ingredients and how they cook together comes with the responsibility to stick around. If I jump ship I could regret the rest of my life.

Maybe what really keeps me here is that I know what the pot once tasted like. I know what a very good dish Coatesville can serve up.

COATESVILLE — Just days after police arrested a city firefighter for allegedly setting houses on fire, city officials are facing criticism for Coatesville's employee hiring process.

Rick Poulson, attorney for the city's firefighter union, criticized the administration Thursday for hiring 37-year-old Robert Tracey Jr. as a paid firefighter just weeks before he was arrested in connection with two arson fires.

Poulson argues a proper background check should have kept the city from hiring Tracey, who has a criminal record. Additionally, Poulson said a background check should have kept the city from appointing Kevin Johnson to fire chief in 2006 due to his criminal record

When District Attorney had a meeting with the West End Fire Company officers it was at the Washington Fire Company. Why wasn’t the meeting at the West End Company? Do they have something to hide?

The word on the street is that the West End Fire Company is what the black population here in Coatesville calls “Old Coatesville”.


Coatesville Fire Chief Kevin Johnson was still on parole when he was appointed Chief by the Coatesville City Council.

Coatesville resident Keith Gargus addressed the Coatesville City Council at the Monday March 23, 2009 meeting during the “Citizen’s Comments” period.

Keith Gargus worked for a large corporation selling software to different levels of government mostly to Federal and also State and Cities.

Below is my transcription of the comments of Keith Gargus. I sometimes make mistakes in transcription so listen along:

“It was common knowledge both on the government side and the sales side that three years software was an end-run against open bids and it was also a sucker play basically, usually unethical. I am not saying that happened here but no one has disproved it or explained how they came to the determination to pick this particular software and in particular, this particular deal.

Secondly:
It isn’t free because I think there is a number, either $8,700.00 or $7,800.00 for training. So it’s not free. And that same thing training; no one talked about who is getting trained, but I suspect that the consultants are being trained. And what happens when you train a consultant, he becomes a friend, he’s the person you work with. In essence he becomes indispensible and he becomes an employee. So whether you like it or not or you had any intention you are going to have a hard time getting rid of the person in a year.

Next:
One of the really uncertain things is the fact that you are not you are not going to enter the cities finances and full system simultaneously. What that’s going to do is basically everything is going to be in this new system. If you decide you don’t like it or you decide to go back to the old system you’re not going to be able to.

There are a lot of things that you need to consider here before you go very much further. If this system is not what you want. The other thing is, that disturbed me is he (Mr. McKensie) admitted or I think, one of the city council people brought it up; that the statements looked exactly like the old system from three years ago that we abandoned. Well it likely is the same system and again I’d welcome the administration to refute what I am saying.

The last thing that I want to say is: I am very disturbed about the fact that our financial consultant is making a financial consultant’s wage, what ever that is, and no one will tell us. But I suspect that after talking to current software people it’s probably the equivalent to about three quarters of a year salary. So you have to make the determination that do you want this guy at this consultant fee indefinitely while maintaining our financial officer to stay home at $80,000 or do you want .. And I welcome someone to refute me."

New arson in Coatesville; 20th this year

COATESVILLE, Pa. (AP) - Authorities say there has been another arson in the suburban Philadelphia city of Coatesville.

The 1:30 a.m. blaze struck two homes on East Valley Road in the city, and firefighters say they were badly damaged.

John Hageman of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives says the latest blaze was deliberately set.

It's the 20th arson in the city this year."

Reverend Council Person Patsy Ray’s sermon in praise of Chief Matthews

“We lynched him before he got here.”

“Our police department has come a long, long way. We are going on to national acredidition You probably don’t know that you wasn’t accredidated. Because you didn’t even think of it. All you had was a bunch of cops arrestin people takin care of you.”

Was Reverend Ray (as Coatesville City Manager Harry Walker refers to her) thinking of the alleged "incident" with the sweater and East Whiteland Police at Boscov's when she spoke about Chief Matthews being there when she needed him?

As usual Council person Ray's council comment is filled up with Biblical references. What “Saturday Night” could do with this.

THE COATESVILLE DEMOCRATIC PARTY HAS A WONDERFUL AND STUNNING “PROBLEM”

Twenty eight people attended a Democratic Meeting at my home on Saturday afternoon, February 28, 2009.

It included the nine Democratic candidates currently running for Coatesville City Council. And Chester County District Attorney Joseph W. Carroll.

There are four positions on the Coatesville City Council up for the Spring Election.

We have a problem, but it is a wonderful and a stunning problem to have. The candidates decided, on their own, to run for office. And there are too many candidates. Those nine Democratic Candidates need to decide among themselves who is going run and who is going to step aside and support those candidates.

Chester County Democratic Committee Chair, Michele Vaughn led the meeting. PA 13th Legislative District Representative Tom Houghton, United Steelworkers Union representative, Dave McLimans; CCDC Secretary, Adam Thomas; Tom McCann, candidate for Chester County Clerk of Courts; Phila Bach, Organizer, Working Families Win and Fern Kaufman were in attendance.

Chester County District Attorney Joe Carroll began our meeting by addressing our gathering.

He stated that from a law enforcement view the Coatesville Administration had to change. Joe believes that Coatesville cannot sustain another four years of the current administration.

Joe said that he would support any candidate Democratic or Republican who he thought would bring about the needed change to get Coatesville back on track.

What I wrote in my previous post "Did tampering with the Coatesville PD present the opportunity for arson in Coatesville?" is my synopsis of part of Joe's presentation on Saturday.

Did tampering with the Coatesville PD present the opportunity for arson in Coatesville?

Just in case there are any lingering doubts as to why many members of the City of Coatesville Police left the PD for more secure employment elsewhere in 2007.

Here is the letter from Coatesville Police Chief William Matthews to Chester County District Attorney Joseph W Carroll, May 18, 2007. "...Because of lay-off we will lose six (6) patrol officers."

The order to lay off police was rescinded shortly after May 18th but the police officers knew about it and many officers looked for better more secure jobs in other departments. The police officers did not know if and when the lay-off order would be reinstated. We lost some of our most experienced officers and detectives that had extensive knowledge of the community.

• The Narcotics Division was disbanded and its officers transferred to patrol.
• The bike unit was disbanded.
• The community relations officer was put on regular duty.
• Non-uniformed office staff was laid off. This added to the regular officers duties.

In all 15 Coatesville Police Officers left the 32 person Coatesville Police Force.

Lt. Matt Gordon was described by Joe Carroll as the most knowledgeable narcotics investigator in Chester County. Lt. Gordon was removed from the Coatesville PD and put on “administrative leave” by Chief William Matthews in October of 2007 and has not been on the force since then.

The results of all the tampering with the Coatesville PD were predictable; armed robbery, muggings, and shootings all increased dramatically. The news spread that the drug business was good again in Coatesville and drug dealers, some violent street gangs and guns came into Coatesville.

No one could foresee the dramatic increase in arson but the general lawlessness presented an opportunity for arson.

The Walker Administration was alleged to be resistant to requests from the PA State Police and ATF to come into Coatesville and investigate the arson for nearly a year. It was only after the Fleetwood Street fire that Governor Rendell forcefully asked the City of Coatesville to declare an emergency and the PA State Police and ATF began their investigation.

Kareem switched back to Republican. As of Monday he was asking for help in his election as a Democrat.

Kareem was a “bloc head” and helped to make the city what it now is. Now he says that he is remaking his “bloc head” round.

Hmm, I wonder how much different in style and content Eric Brown is compared to former Republican Chair Richard Legree. Mr. Johnson’s and Eric Brown's records may indeed speak for themselves.

Why all the arson in Coatesville?

What do you think would happen if the Mayor of Philadelphia laid off one half of the Philadelphia Police Force and eliminated the narcotics division.

And, turned the supervision of the Philadelphia Fire Department over to volunteer officers with a volunteer chief who was not certified as a firefighter in Pennsylvania?

Do you think that the Philly PD would have their hands full with drug gang violence and not have time to look for fire starters?

Would Philadelphia look like Disneyland to an arsonist?

"Coatesville council unaware Walker tapped into Trust Fund"

"The revelation came after Walker reiterated a claim that he has not raided the Trust Fund to balance the budget as had the previous administration. Council President Marty Eggleston then pulled out a 14-page bank transaction report that showed Walker personally authorizing a $465,000 drawdown from the Trust Fund on Dec. 17. A few days later, on Dec. 22, a second withdrawal for $35,000 was made without the bank identifying the authorizing agent on than 'client".
