Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

The authority of members of the Coatesville City Council is in effect when there is a Coatesville City Council meeting, when there is a forum, and not much else.




Coatesville City Council members are not part of the Administration at Coatesville City Hall.

You can have a job at Coatesville City Hall, you can be a Coatesville City Council member, but you can't be both.

A lot of people will not go to a Coatesville City Council meeting.

I can understand why. I think it is a truly sordid display every second and fourth Monday of the month. It is hard to look at.

I go there to make sound recordings. Sometimes they are not careful and possible incriminating or at least revealing or good to know information will surface. I almost fell of my chair at the May 15, 2006 RDA meeting when after being asked if he had met privately with a builder involved in the redevelopment at his headquarters, Ernie Campos replied, “How did you (pause) I was not a public official at the time”. He could have just denied it.

Some people wonder aloud why Dick Saha goes to Coatesville City Council meetings. They think people will begin to blame him for Coatesville’s problems.

I don’t think Saha is a cause of Coatesville’s problems I think he is another victim of what could be called Coatesville’s special mix of con-men, extortionists, white nationalists and drug dealers. I believe they just played the Saha family.

Watching the angry anti-healthcare mobs was déjà vu all over again for me

The video and news reports of Senator Specter and other representatives being harassed by angry, yelling people instantly brought memories up from my gut. It would be déjà vu for anyone who regularly attended Coatesville City Council meetings when Paul Janssen was the Coatesville City Manager.

It was about 6 years ago in the lobby of Coatesville City Hall when I asked Dick Saha why he did not try to negotiate with the City. I said something about separate property owner’s rights being entirely dependent upon government. For instance; recording a deed to show ownership and for things like police and fire protection. I said that local government is a place to come together as a community to sort problems out. Dick nodded to his son Ricky and I was suddenly circled by about 10 very angry people including Pat Sellers; all of them yelling at me and calling out “Communist”. I found out later that what happened to me was allegedly the Saha supporter group’s technique for weeding out any new person that they thought might not be on their side. Some people never came to a City Council meeting again.

What I am getting at is that I know exactly how Senator Specter and the other representatives feel when surrounded by a mob of angry extremists.

To me it’s plain as day that most of the people showing up to drown out anyone that is for health care and insurance reform are allegedly recruited from the white wing supremacist or Lyndon LaRouche/Libertarian groups. I believe they will oppose anything at all that comes from a Black Democratic President.

Those kinds of people were brought out of their hibernation during the Bush years by the election of a Black President.

What is really deplorable and astounding is that right wing extremist groups were considered ripe fruit for the picking by the insurance lobby. Instead of putting their money into “Harry and Louise” TV ads that attacked anything that would disturb their medical insurance gravy train they allegedly went to extremist and white supremacist groups and arraigned for their transportation and logistic support to town forums.

The ethics of our health insurance companies were never anything to write home about, but this a new low. Some of our American gangsters can point to insurance companies and claim moral superiority.

There is a real and present danger from right extremist groups, but not from the organized groups themselves. The real danger is from a “lone wolf” type like Timothy McVeigh.

I think the end result of insurance companies allegedly financing and giving logistic support to white supremacist, militia groups and other extremist groups might be violence and possibly the death or injury of someone who attends a meeting. Any blood spilled will be on the greedy hands of the health insurance industry.

The way Coatesville politics works

Organized Crime as defined by the FBI:
Organized Crime
The FBI defines organized crime as any group having some manner of a formalized structure and whose primary objective is to obtain money through illegal activities. Such groups maintain their position through the use of actual or threatened violence, corrupt public officials, graft, or extortion, and generally have a significant impact on the people in their locales, region, or the country as a whole.”

Long established drug trafficking “businesses” simply cannot exist without cooperative and corrupt public officials.

I believe that there are two basic groups of politicians in the City of Coatesville and nearby:

1. Those that are working against the drug trafficking, culture and economy

2. Those that “go along” with the drug trafficking, culture and economy

Please note that the public officials themselves may not be aware that some of their backers are “going along” with the drug trafficking economy in Coatesville.

Drug trafficking is big business in Coatesville. I believe that when Coatesville was crawling with undercover ATF officers looking for arsonists the drug business in Coatesville nearly dried up. Some of the businesses used by Coatesville residents had a downturn in business and people had some trouble paying bills. It was not just bad press. Bad press does not keep anyone from paying bills.

He was not the easiest person to get along with but the cornerstone of Paul Janssen’s plans for the growth of Coatesville was to make the streets safe and drive out the drug dealers. When Janssen began working here his opposition to the then prevailing stranglehold that drug traffickers held over Coatesville was the reason that the FBI told the Janssen family not to live within the Coatesville City limits.

Coatesville’s former administration was approaching that goal of making the streets safe and did make it nearly impossible for a drug dealer to live within the city limits without being picked up by Coatesville Police. They could not even come into Coatesville to visit a girfriend without risking arrest.

I believe that the people who back politicians that “go along” with the drug trafficking finally got back into control and as a US Attorney involved in prosecuting drug traffickers in Chester County said to me: “Coatesville was ready to turn over and then these new guys came in”. Within a few months the dealers came back in a very big and violent way.

In addition to intimidation, threats of violence and payoffs; I believe that it’s Coatesville’s “politics” that keeps Coatesville’s biggest business enterprise going on Friday and Saturday nights.

If you want to be in politics in Coatesville the easiest route is to close your eyes and ears and just go with the flow. The money and political machine is there for you if you do.

Some people are so deep in the community trees in Coatesville that they don't see how the forrest works. Or maybe they think they can give in a little to the powers that be and still make Coatesville a good place to live.

Organized crime doesn't work that way. Greed is the highest value in organized crime systems and trumps life itself. .The people that take the easy go along with the flow way will eventually be brought down or burned some way by organized crime. There is no middle road.

Just a careful reading of news reports can tell you a lot about who goes along and who does not.

Ms. Scott is addressing the Coatesville City Council at the “Citizen’s Comments” session. Dale Scott is the former Animal Control Officer of the City of Coatesville. She was given an offer by Mr. Walker to come back as a sub-contractor. She said was compelled by contract to refuse.


Ms. Scott said that the Coatesville Police Department has taken calls from Coatesville residents and is telling them to contact the SPCA. The SPCA does not have a contract with the city. They will only come into Coatesville for an “injured animal”.

“Due the large amount of calls because people are telling them to call the SPCA and say it’s injured because the police have no other alternative, there’re not going into Coatesville period. So if there is an animal hit by a car, who’s going to help that animal? Because now Coatesville has cried wolf so many times; who’s going to come out and help them?” What is anybody going to do? Does anyone care?”...

"My issue and the way that I see it; I was let go for political reasons and not budgetary reasons. Which to me, is pretty sad. Because, everybody here should be here for the city. They should not be here for their own political agenda or their self, Everybody here should be here for the city and the City residents. And they’re not.

And I can’t sit here and say, you, you, you; but everybody knows who they are and what they represent."


Ben Bruton of Coatesville had a similar issue with feral cats on his property. He also talked about possible noise from events and kids on dirt bikes.

About the Final Determination of the Pennsylvania Office of Public Records

I gave the report of the Finial Determination of the Pennsylvania Office of Open Records to Coatesville City Council Chair Martin Eggleston at the Coatesville City Council Meeting last night. I asked if he had seen it before and he said no. He took the copy and said that he would make copies for all the other Coatesville City Council members.

It is very obvious to me that the sudden interest in public records by the City Administration is because of the finial determination of the Office of Open Records. And, the drop dead date for compliance to the Right to Know Law was June 26, 2009 only 4 days after the Coatesville City Council Meeting.

At the June 22nd Coatesville City Council Meeting I assumed that the Council members all knew about the finial determination of the Office of Open Records. I assumed that all the City Council Members were aware that the Administration was proposing the document shredding and appointment of a designated Open Records Officer because they were compelled to do so by the Commonwealth of Pennsylvania. I was completely wrong on this assumption. I think that I can assume that the Coatesville City Council Members were completely in the dark about it.

Evidently, none of them read the Coatesville Dems Blog.

AMEXICOM, LLC.

According to my present records no one has yet downloaded the entire documents from the Coatesville Unity Committee Campaign Finance Report.

Pages 17 to 21 are detailed invoices from AMEXICOM, LLC of AMEXICOM's costs.

AMEXICOM, LLC discounted 50% from the two candidates who withdrew from the election. Adding $840.35 back into AMEXICOM’s invoices brings the total costs from $4398.42 to $5238.67.

In my opinion judging from what we experienced in the streets the alleged cash amounts for Election Day campaign poll workers "street money"($100.00) appears to be grossly understated. There is no way of knowing for sure but I think $5,000 is a closer estimate. And who or what is "Jackson" (page 17, INVOICE for Candidate, Jarrell Brazzle).

I was not just saying to be very careful how you vote on the particular issue at hand but any votes that might be controversial. The City of Coatesville administrators can say they were following the directives of the Coatesville City Council.

If you work for the City of Coatesville ask, how much money is in your pension fund?

There are two political entities in Coatesville; hint it’s not Democrats and Republicans

The two basic political entities are those who are go along with the drug traffickers and those who are working against the drug traffickers. It does not matter whether they are Democrats or Republicans; the big differences in politicians here is whether they go along with the drug scene or not. One caveat to keep in mind is that there are many naïves who do not understand how things work here.

There is a separate underground economy that operates on trickle down money from drug trafficking in Coatesville. When the undercover ATF and DEA people were here because of the arson, much of the drug trafficking stopped. The legitimate local business here suffered; some people did not have the cash to their pay bills.

There is no long standing drug trafficking business anywhere that does not have support from public officials. Read; Police Politics Corruption “The mixture dangerous to freedom and justice” by Colonel Frank McKetta Retired Pennsylvania State Police.

On the surface Coatesville seems like an ordinary Pennsylvania town. But a drive down any main street on a Friday or Saturday night will tell you that this is a huge drug trafficking town. It is a beautiful town with great potential and wonderful people but one that is held hostage by long time drug traffickers with political connections. I call it “Little Sicily”.

If a shooting occurs in front of several people in Coatesville right now; chances are “nobody saw it”. Much of the tips that law enforcement does get in Coatesville comes from new residents. Coatesville is a city of about 12,000 residents with the infrastructure for 20,000 residents. New residents without long time family connections in Coatesville cannot be easily intimidated by drug traffickers. The USDoJ is well aware that a redevelopment of Coatesville that brings in new people may be the end of the drug trafficking and the terror hold that it has over Coatesville. The drug traffickers are also aware of that fact.

Election of people not connected to the drug trafficking political establishment here will help but what I think Coatesville and Chester County really needs is a full investigation of the city by the USDoJ. Until that happens we will continue to see articles like this one in the Daily Local News:

Shred public records and then open public records for view NEW INFORMATION!

Has the Walker Administration hit a new low?

NEW:
The city is allegedly still stalling to provide the details around the money paid to the Gabriel Institute (listed on Walker’s resume as a former client) for the infamous police search.

Coatesville has allegedly been doggedly resisting the Inquirers efforts to find out how much citizens paid for a search that was basically ignored twice.


The first "Regular Action Item" in tonight's Coatesville City Council Meeting is:
Receive and consider a Resolution to dispose of certain records of the City of Coatesville in accordance with the City's Records Retention Policy.

Action item number 2 is:
Receive and consider a Resolution adopting the City of Coatesville Right-to-Know Policy for public records and taking other action with respect to the public records.

Ok, even to the casual observer it has the appearance of getting rid of public records that they do not want people to see.

Is the first resolution really to dispose of public records that could be used in a criminal trial? Is it an effort to hide public records from scrutiny?

I don't know but it looks shady.

Where are the US Attorneys and the US Marshalls when you need them?

Schenk's "Sermon"

Coatesville City Councilperson Kurt Schenk's "Sermon" delivered before the Coatesville City Council Meeting.

The text that Schenk used in his “sermon” is taken from the wording of the “The Prayer of Repentance”; Delivered January 23, 1996 by Pastor Joe Wright of the Central Christian Church to the Kansas House of Representatives in Topeka.

“Heavenly Father, we come before you today to ask your forgiveness and seek your direction and guidance.

We know your Word says, "Woe to those who call evil good," but that's exactly what we've done.
We have lost our spiritual equilibrium and inverted our values.

We confess that we have ridiculed the absolute truth of your Word and called it moral pluralism.

We have worshipped other gods and called it multiculturalism.

We have endorsed perversion and called it an alternative lifestyle.

We have exploited the poor and called it the lottery.

We have neglected the needy and called it self-preservation.

We have rewarded laziness and called it welfare.

We have killed our unborn and called it choice.

We have shot abortionists and called it justifiable.

We have neglected to discipline our children and called it building esteem.

We have abused power and called it political savvy.

We have coveted our neighbors' possessions and called it ambition.

We have polluted the air with profanity and pornography and called it freedom of expression.

We have ridiculed the time-honored values of our forefathers and called it enlightenment.

Search us O God and know our hearts today; try us and see if there be some wicked way in us; cleanse us from every sin and set us free.

Guide and bless these men and women who have been sent here by the people of Kansas, and who have been ordained by you, to govern this great state.

Grant them your wisdom to rule and may their decisions direct us to the center of your will. I ask it in the name of your son, the living savior, Jesus Christ.
