Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

"Trump STRICKEN with BAD NEWS in Final Polls" Democrats took voter registrations to Voter Services regardless the party a person checked off. Republicans threw away Democratic registrations. When the GOP Controlled Chester County, County workers had to be Republicans. But they might vote Democratic.

 Back when the Republican Party had a vice grip on Chester County PA I was talking with State Senator Andy Dinniman and said something about wealthy Republicans not supporting him. A man nearby heard me and said “I’m a Republican who supports Andy. I was at a fundraiser for the Chester County Art Association at 100 North Bradford Avenue, West Chester, PA 19382. Pennsylvania State Senator Andy Dinniman organized the fundraiser.


Republicans Controlled Chester County from 1854 to 2019.


I spoke to a tradesman who built homes in Maryland. He was a Democrat. When he came to Chester County for work he was told to register Republican. 



When Theodore “Teddy” Rubino was Chester County Commissioner and Republican Party Chair he ran Chester County as Angelo Bruno ran the Delaware Valley. Business owners would put a “tribute” into Rubino’s desk drawer when he left the room. If a business owner did not pay “insurance” to Rubino his business could be in trouble. 


"Then, in 1977, Mr. Rubino pleaded guilty to having extorted $6,400 from architects who were awarded a $130,000 contract to convert a former West Chester hospital into a county government annex…. 


As part of Mr. Rubino’s plea agreement, prosecutors read into the record statements that the FBI had taken from businessmen and politicians who had dealt with Mr. Rubino. They indicated that he had established set prices for those doing business with the county, ranging from milk supplies to the leases on court offices. Some of the money went to the county GOP."

Even after his imprisonment for extortion former Chester County Commissioner & CCRC Chair Theodore Rubino is highly revered among Republicans.




Because the City of Coatesville PA has the most affordable housing in Chester County PA and is about a 20 minute drive to West Chester a lot of people who work for the County live in Coatesville. Many County employees forced to register as Republicans had spouses registered Democratic or independent, It’s likely that both voted for Democrats on election day.


When Democrats were a minority party in Chester County it didn’t matter very much because many Republicans routinely voted for Democrats.


Democrats in Chester County under Republican rule managed to win elections.
