The Chester County District Attorney is the chief law
enforcement officer in Chester County.
Former Chester County District Attorney Joseph W. Carroll
has offered himself to the Coatesville City Council as both interim city
manager and public safety officer in charge of the Coatesville PD for less
salary than former Manager Gary Rawlings alone.
Don’t allow the Coatesville City Council to continue to mess
around and risk flushing the City of Coatesville down the toilet. Call or get
in touch with as many City of Coatesville City Council Members and DEMAND that
the City Council hire Joe Carroll as both city manager and public safety
officer. Your personal safety depends on it.
The management of both the City of Coatesville and the City
of Coatesville Police Department is in a shambles. We need an attorney with and
impeccable reputation that has spent a great deal of time in Coatesville like
Joe Carroll to straighten out the incredible mess that is the management of the
City of Coatesville.
Joe owns a home on Fleetwood Street right now. He sold his
home on 8th Avenue near Lincoln Highway he renovated mostly himself
where many of us spent nights trying to work out Coatesville’s crime problems
with Joe. It was heartbreaking to listen to the stories of victims of crimes. I
don’t know how District Attorneys do it.
For reasons of personal safety people do not want to be seen
in West Chester going to the District Attorney’s office. Once when I asked at the County Clerk of
Courts office about Richard Legree. I came right back home to Coatesville. As I
came in the back door someone was knocking on my front door. He said not to go
asking questions about Richard Legree. Before Joe lived in his home in
Coatesville he would come to Coatesville unannounced at night and talk to
people on Merchant Street and other high crime areas of Coatesville.
Joe knows Coatesville better than most of the people that
live here. Joe worked his way through college making pizza at Buddy’s pizza at
First and Lincoln Highway back in the seventies. Coatesville has been Joe’s second home for
about 5 years. His hobby, the way he de-stresses from work, is home remodeling.
He bought the house on 8th Avenue from Ernie Campos. It came without
electricity and the copper water pipes were stolen. But the roof was OK. Joe
tore out all the walls, put up drywall, painted and put new kitchen cabinets
in. Most of his free time was spent in Coatesville. Joe is now remodeling a
home on Fleetwood Street that was not destroyed by the fire.
Not just the Coatesville Police Department but the entire
City of Coatesville staff and public officials including City Council Members are
now under intense scrutiny by the United States Department of Justice, a grand
jury convened to study the workings of the City of Coatesville management, the
Pennsylvania Attorney General and the Chester County District Attorney’s
office. The news accounts in the Daily Local News concerning the police sex
scandal are extremely watered down. I believe several former Coatesville Police
will do prison time. Chief Canale is the first domino to fall.
There is no person better qualified than Joe Carroll to
clean up Coatesville City Hall.
