Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

Coatesville 5th. Ward City Council Member sworn in just after changing registration from 2nd. Ward to 5th. Ward

Linda Lavender Norris was sworn in as City Council Member of Coatesville Ward Five JUST AFTER she changed her voter registration from Coatesville’s Second Ward to Coatesville’s Fifth Ward.
“Newcomers Marie Hess and Linda Lavender Norris joined council, while incumbents Ingrid Jones, David Collins and Joseph Hamrick were also reelected.”

According to Chester County Voter Services @ 10:16 am January 7, 2014:
  • Linda L. Norris registered in Coatesville’s Fifth Ward late in December of 2013.
  • Linda Lavender voted in Coatesville’s Second Ward as Linda Lavender in the Election of November 5, 2013.

According to the City of Coatesville City Charter:
"A member of the City Council...shall be a citizen of the United States, a qualified voter of the city and a resident for at least one year preceding nomination" 
Guess this will be cleared up in court.

Chapter 2: CHARTER            
Article II: City Council
Elections. 
§ 2-201 
Name and compensation.The legislative body of Coatesville shall be known as the "City Council," hereinafter referred to as the "Council." The Council shall be composed of seven members, two members elected at large and five members, each being elected from a ward in which he or she resides. § 2-202 
Qualifications for office.A member of the City Council, hereinafter referred to as a "Council member," shall be a citizen of the United States, a qualified voter of the city and a resident for at least one year preceding nomination; must retain such status during the term of office for which elected; should not have been convicted of any crime classified as a misdemeanor of the second class or higher; and must not otherwise be disqualified from office by the terms of this Charter or by laws of the Commonwealth of Pennsylvania.

  1. Voter Services had nowhere to send Linda Lavender Norris's letter of congratulations for winning the election for Coatesville City Council 5th Ward for almost 2 months. She finally changed her registration from Coatesville's 2nd. Ward to her new address in Coatesville's 5th Ward late in December.
