Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

Chester County Sheriff Candidate Roy Kofroth wants to bring back Bunny Welsh’s K9 Unit. The K9 Unit Constitutional Sheriffs & Peace Officers Associatiion Sheriff Welsh allegedly used to pad her & her boyfriend’s retirement.

“ I started working in the sheriff’s office under Bunny Welsh. It was the most admired sheriff’s office in Pennsylvania. When the new sheriff was elected, things started to change."

Kofroth said that the sheriff’s office has had substandard and inadequate leadership during the last three and half years. He said the K9 unit was cut to two officers and the Fugitive Apprehension Team was dismantled. He said the deputies, including himself, left the office because of inadequate leadership.

Prosecutors charged Welsh, 76, in November, saying she allowed employees to improperly collect comp time for volunteering at fund-raisers for the office’s K-9 unit. The deputies also sometimes volunteered for the fund-raisers while on the clock for the county, according to court records.

Her live-in boyfriend and longtime subordinate, Harry McKinney, faced similar charges for diverting about $4,000 meant for the unit to cover personal expenses. He also entered a no-contest plea Tuesday.

By pleading no contest, Welsh and McKinney acknowledged the facts of the case as outlined by prosecutors but did not admit guilt.

Welsh’s attorney, Geoffrey Johnson, declined to comment, as did McKinney’s attorney, Coley Reynolds. Both Welsh and McKinney will be sentenced sometime in the next 90 days. The charges against them are misdemeanors that carry penalties of probation. It was unclear whether they would have to pay restitution to the county…

In 2019, Reif separately sued Welsh in county court, seeking a reimbursement of $67,000 in overtime she said Welsh improperly paid McKinney. In the lawsuit, Reif contends the overtime payments were “abnormal and inconsistent with county policy.”

The controller described the payments — by far the highest within the sheriff’s office — as a way for Welsh to pad her household income and help “spike” retirement benefits for McKinney, with whom she has lived for 15 years.

  “Anyone who voted at the Pennsbury North-1 and Pennsbury North-2 polling place on Election Day at the main entrance to Chadds Ford Elementary School is being urged to get tested for coronavirus.



Bunny Welsh, former Chester County Sheriff, set up a Republican table inside the vestibule at the school, and all voters had to pass through that vestibule and table en route to voting, said Wayne Braffman, with the Chester County Democratic Party.


Welsh staffed the table from 6:15 a.m. to 7:30 p.m. while interacting with voters, Braffman said, adding she rarely wore a mask.


Welsh has since tested positive for coronavirus and is being treated at Chester County Hospital.”
