Public Corruption in Chester County, PA
I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

About the Hotel in Coatesville
The primary reason for the provisional and final approval for the Pulver hotel/office building site plan was the grants for the land development were running out. If Pulver had not received approval at the Coatesville City Council meeting and at the RDA meeting there would have been absolutely no talk about a hotel being built.
Something similar happened when Andrew Lehr advised the Coatesville City Council to not give conditional and final approval to Carl Chetty’s “Pennock Place” on Third Avenue and Lincoln Highway in March of 2006. Chetty's plan was not given conditional and finial approval. Chetty Builders plan was at the end of the development clock and Chetty Builders had to start over from the very beginning. Chetty lost the people that put deposits on condominium flats and he lost his investors. I believe the Coatesville City Council basically killed the project, at least for a few years. I think that Lehr's objections could have easily been made a condition of finial approval. I believe that most of the Coatesville City Council members were unaware that they were effectively killing the project.

Carl Chetty was not permitted to speak at that Coatesville City Council meeting in March of 2006. The Coatesville City Council was considering tabling the conditional and finial approval of Pulver's Hotel plan. This time Don Pulver did address the Coatesville City Council and told them of the importance of conditional and final approval that evening.
The land will be readied for a hotel and office building. The actual hotel and office building will not be built until the financing for the buildings is available. That could by next year or it could be 2 to possibly 5 years down the road. I believe that if financial conditions continue to improve in South East Pennsylvania it will be sooner than later.

I think it is time for a wake up call to Chester County Republican Voters
If he could come back President Eisenhower would not recognize his Party. He would see the Liberal wing of the Democratic Party as his soul mates. The “fringe nut cases” that existed in the Republican Party during Eisenhower’s time now have total control of today’s Republican Party.
Barry Goldwater was one of the people that President Eisenhower referred to as a “fringe nut case”. I firmly believe that had Barry Goldwater won the presidency instead of President Johnson we would now be radioactive dust floating in clouds around a barren planet.
Goldwater’s nut case prodigy is now in control of the National Republican Party. Those once fringe nut cases also control the Chester County Republican Committee.
If you define Liberal Politician in today’s political climate President Eisenhower would be classified as a Liberal Politician. Our last truly Liberal President may have been President Richard Nixon:

Our private “health” insurance companies are a doorway to the poorhouse, pain and the funeral home
There are consequences if we do not pass a government run public option health care plan and continue to proceed along the same destructive path that has led many ounce proud United States citizens to financial ruin. We all have personal knowledge of someone who has fallen victim to a “health” insurance company. Homelessness, joblessness, financial ruin, chronic pain and early death from an insurance companies withdraw of coverage is worst nightmare lurking in the thoughts of every working middle class American.
Without a public government run alternative to private insurance the poor health care working Americans are subject to and the financial risks associated with it could reach new disastrous lows. Health care would become too expensive and out of reach for middle class Americans. The middle class as we now know it would quickly become the poor class.
It is not that way in other developed countries.
Without a public government run option for working people any reasonable United States citizen of average means in the beginning or middle stages of life will be faced with a decision. If he or she stays in the United States a major illness or accident has the very real and eminent threat of financial ruin for their family and the very real possibility of an early and possibly painful death. A person with marketable skills or an entrepreneur of limited means will have no reasonable choice but to immigrate and become a citizen of another country.
Maybe other countries will take pity on us and accept immigrants from the USA for humanitarian reasons. France could take back Statue of Liberty back and begin the exodus of the once proud American Middle Class and take on the mantle of the “Golden Door”.

I think Cheney is masquerading as a patriot.
Cheney was a regular at CIA Headquarters; he really had no business directing the CIA and no business visiting CIA Headquarters.
I think the reason for the establishment of a torture policy was to get “confessions” that Saddam Hussein had weapons of mass destruction. That coerced information was to be used as an excuse to invade Iraq and later pump oil on Halliburton pumps.
In the long run it didn’t matter much to Halliburton and it’s subsidiaries that there were no weapons of mass destruction. They and Cheney profited immensely by grossly overcharging and effectively looting our government and Iraq’s government.
I think Cheney is masquerading as a patriot. I believe he is just a war profiteer who could care less about what country he lives in, he serves Halliburton.

Lieutenant Gordon and "Lieutenant Legree"

First off let me explain that, I don't think that Richard Legree was directly involved with drug trafficking, let's just say I think he "called some of the shots".
District Attorney Joe Carroll said that Lt. Matt Gordon is one of the most knowledgeable investigators of drug trafficking and the individuals involved in Chester County. I believe that when Walker and Matthews took him out of operation it was a cause for celebration among Chester County drug traffickers.
At the about same time Matthews proposed laying off at least 6 officers, eliminating the Detective Division and Narcotics Division. After the police began leaving the Coatesville PD there was an almost immediate reaction by the local drug traffickers; gunshots were heard here almost every day. I received word that drug dealers from Philly moved into Coatesville. The word was “business is good again in C’ville”.
I believe that plans to eliminate Lieutenant Gordon were in operation well before Matthews started in Coatesville. I think that Richard Legree planned to step into the Coatesville PD as a Lieutenant and considering Gordon's importance in the prosecution of drug trafficking I think it was killing two birds with one stone. I think the plan was; after Legree was a police Lieutenant for some time Matthews would retire and Legree would be Chief of the Coatesville PD. I believe that a plan B was for Legree to run for Coatesville District Court.

“The motivation behind Matthews' decision to place Gordon on inactive duty becomes murkier when applying information from a Philadelphia police officer who competed with Matthews for the Coatesville chief position.
Following the appointment of Matthews, Philadelphia Lt. Joel Fitzgerald said the city offered him the chief position and the city drafted a contract.
During the interview process, Fitzgerald said City Manager Harry Walker and prominent resident Richard Legree informed him that, as chief, he would need to fire one of the city's two lieutenants. Fitzgerald never identified the lieutenant.
Fitzgerald said that when he made clear he wanted complete control over department staffing, the city passed on Fitzgerald and instead hired Matthews.
The city has denied any wrongdoing.”

There is proof in writing in a letter from Chief Matthews to District Attorney Joe Carroll dated May 18, 2007 William H Matthews Chief of Police City of Coatesville, ”I have been told that personnel reductions in the police department must be made. I am confident that the City Council is aware of this situation…Because of the lay-off we will lose six (6) patrol officers.”
This is what Joe Carroll reacted to; Kurt Scheck:
“Mr. Matthews, if nobody elsein this room supports you I will support you…Our department before you came here was a mess…For too long the old boy network has been going on here… soon as you were hired I can’t tell me how many people come up to me and said, your police department is not going to work for a black chief… well our City is 70% black and if they are not willing to work for a black chief then they need to go someplace else; because they’re working in the wrong community. They need go someplace else.”

Is the Republican Party nurturing violence against Democratic Senators, Congressmen and the President of the United States?
The National Security Threat from domestic terrorists was already at very high level. And now the Republican Party has a nationwide campaign to finance and organize right wing extremist groups.
I believe the Republican Party has made a terrorist attack in the United States much more likely. The blood shed in the next terrorist attack is on the hands of the Republican Party.
Rachel Maddow is one of the few journalists reporting on the disgusting and extremely dangerous actions of the Republican Party leadership.
Sorry, but I can’t help thinking that the Republicans are privately hoping for a Presidential assassination.

Heads the insurance company wins; tails you lose
It gives me a certain viewpoint.
I see similarities between racketeering and medical insurance companies. The private health insurance model is to collect money from a lot of people through their employers. Their customers are told the insurance company will pay for medical care when they are ill. The insurance companies cover their customers if they catch cold. If they have a really costly illness the insurance company will do everything possible to get out of holding up their end of the contract.
What usually happens in a really devastating illness is the patient or rather, the victim of the insurance company’s con-game, can no longer work. When that person can no longer work he or she looses not just a job but also the insurance company’s promise to pay for an illness, That is the business model of medical insurance companies.
Heads the medical insurance company wins’ tails you, the target of their con- game, lose. Health insurance is an organized moneymaking system that would fit into the Mafia’s business system.

Watching the angry anti-healthcare mobs was déjà vu all over again for me
It was about 6 years ago in the lobby of Coatesville City Hall when I asked Dick Saha why he did not try to negotiate with the City. I said something about separate property owner’s rights being entirely dependent upon government. For instance; recording a deed to show ownership and for things like police and fire protection. I said that local government is a place to come together as a community to sort problems out. Dick nodded to his son Ricky and I was suddenly circled by about 10 very angry people including Pat Sellers; all of them yelling at me and calling out “Communist”. I found out later that what happened to me was allegedly the Saha supporter group’s technique for weeding out any new person that they thought might not be on their side. Some people never came to a City Council meeting again.
What I am getting at is that I know exactly how Senator Specter and the other representatives feel when surrounded by a mob of angry extremists.
To me it’s plain as day that most of the people showing up to drown out anyone that is for health care and insurance reform are allegedly recruited from the white wing supremacist or Lyndon LaRouche/Libertarian groups. I believe they will oppose anything at all that comes from a Black Democratic President.
Those kinds of people were brought out of their hibernation during the Bush years by the election of a Black President.
What is really deplorable and astounding is that right wing extremist groups were considered ripe fruit for the picking by the insurance lobby. Instead of putting their money into “Harry and Louise” TV ads that attacked anything that would disturb their medical insurance gravy train they allegedly went to extremist and white supremacist groups and arraigned for their transportation and logistic support to town forums.
The ethics of our health insurance companies were never anything to write home about, but this a new low. Some of our American gangsters can point to insurance companies and claim moral superiority.
There is a real and present danger from right extremist groups, but not from the organized groups themselves. The real danger is from a “lone wolf” type like Timothy McVeigh.
I think the end result of insurance companies allegedly financing and giving logistic support to white supremacist, militia groups and other extremist groups might be violence and possibly the death or injury of someone who attends a meeting. Any blood spilled will be on the greedy hands of the health insurance industry.

Pat Sellers was the one with lots of tea bags hanging on the brim of his hat.
Pat Sellers was the campaign director for the election of the “Bloc of Four”. That is the election of Patsy Ray, Robin Scott Johnson, Kareem Johnson and Kurt Schenk.
This is an excerpt from a Lancaster Intelligencer Journal article from Thursday April 11, 1996:
“Sellers, and electrical worker who trails his opponent in the race, has also come under fire recently for seeking the support of Larry Pratt, a former aide to presidential candidate Pat Buchannan.
Pratt is executive director of Gun Owners of America. He left the Buchanan Campaign after the media reported on his ties to the Ku Klux Klan and the white supremacist group Aryan Nation.”

No “Great Depression II”, We dodged the bullet.
They say history repeats itself; well it looks like the Obama Administration and the Democratic Party did it again.
What is really important is what happens in your own neighborhood. And with the economy coming around in Coatesville, that means a hotel, office buildings, several high rise condominiums, dozens of town houses, a riverwalk, a vital downtown not dependent on trickle down money from drug trafficking. It means upscale restaurants, fast food restaurants and everything in between. It means a new supermarket and two new full service drug stores. It means a revitalized train station with Amtrak and Septa service. It means the business people landing at Chester County Airport will have a hotel and office buildings in Coatesville to go to. They might even rename it Coatesville Airport someday.

Most importantly it ultimately means the population of Coatesville will go from 11,000 to 20,000. That is 9,000 new residents that will not want a corner boy selling crack on their block and who will not be terrified of the very long established traffickers. That means 9,000 new eyes on the street that will pay no attention to Harvey (Bitsy) Legree’s "Don't Snitch" video starring Duron (Gotti) Peoples saying what happens to people who snitch.
9,000 new residents will finally break the "Little Sicily" syndrome that has plagued Coatesville for almost a Century. We could actually be a normal city instead of a city dominated financially, culturally and politically by the Chester County drug trafficking industry.

I find it hard to believe that it takes this long to determine residency. It seems that it should be easy to ascertain. Does he meet the residency requirement or not?

My answer:
Unless the person involved acquiesces, it is a near impossibility to successfully challenge residency for political purposes.
One example is the residency of James Clark. He ran and possibly still is running for District Justice in Coatesville’s District Court 15-1-03. The residency requirements for Coatesville’s District Court 15-1-03 is in part of Coatesville and South Coatesville. Mr. Clark lives in Thorndale. In a court document in Chester County President Judge Ott’s court Clark gives his address as 3401 Sylvan Dr., Thorndale, PA 19372. He claims a rental property in Coatesville as his address.
Below are my notes from a hearing in Judge Ott’s courtroom on Friday April 20, 2009:
“I thought that Democratic Attorney John Carnes presented overwhelming evidence including several court documents and Clark’s drivers license that Magistrate Judge candidate James Clark lives in Thorndale. Clark had two relatives that claimed he lived at the address in Coatesville’s Second Ward that he listed on his petition. Clark said that even though a court document from October has Thorndale as his residence and driver’s license residence as Thorndale, he lives in Coatesville.
I understood Clark to have said that his driver’s license and his court documents residence is really his business address and his real residence is in Coatesville. Hmmm.
Even at the place he said he lives in Coatesville, he was only there a few months. State Law says that candidates for Magistrate Judge needs to reside at least a year at the residence on the ballot. The proceedings concerning James Clark were a little confusing to me but I believe that one of Clark’s relatives who is a Republican collected most of his signatures on both Republican and Democratic sides. Clark might not be on the ticket for multiple reasons.
I wondered why Andrew Lehr was sitting right in front of me in the first spectator row. I found out when Lehr conferred with Clark and a woman named as his daughter, Shania London in the hallway. Is Clark a spoiler to Greg Hines? Lehr left when Clarks hearing was over.”

Clark was not on the ticket but ran an extensive and expensive write in campaign. He got very few votes. But that is not the issue. I believe there are several people holding or that have held public offices in Coatesville that do not live here. No one challenges them because they understand the possibility of winning in court is almost non-existent. I believe that there are many people holding public offices all across Chester County that do not live where they claim to live.
Joe Carroll’s action could set a president for future efforts to remove persons that are allegedly illegally holding office. I believe that every instance of claiming to live where you do not is an instance of public corruption. It is very hard to set a price on that kind of public corruption but I believe the cost to the public is in the millions of dollars.
