Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

A nice weekend in rural Chester County is a Confederate Flag day. But at Bryn Mawr College?

They claim southern pride but they know exactly what it means. 

It’s still not safe for a black woman or black man to travel through rural Chester County alone. It hasn't changed that much in one hundred years. 

You would think Bryn Mawr College would be a little different than rural Chester County.

They have programs like this:

Bryn Mawr campus roiled by Confederate flag, Mason-Dixon line in dormitory

"Over the course of the past ten days, an incident involving two Bryn Mawr college students has developed into a multi-day campuswide movement against racial discrimination. The series of events began when the two Bryn Mawr students in question flew the Confederate “stars and bars” flag in Radnor Hall, a dormitory at the college sometime before September 15. In addition to flying the flag in a public space on the hall, the two students drew a line on the floor of the hallway that was intended to represent the Mason-Dixon line. 
The flag, which served as a national symbol of the slaveholding South during the civil war, maintains a strong anti-Black connotation for many. The Mason-Dixon line is considered to demarcate the cultural boundary between the American north and south.
According to Michelle Lee ’15, a student at Bryn Mawr and a resident of Radnor Hall, two girls posted a confederate flag in a shared dormitory space during the middle of the week of September 7th. When other students in the dormitory asked the girls to remove the flag, they refused, arguing the flag was a token of their Southern pride and was not offensive or racist. After the dorm president asked the girls for the flag to be taken down, they created with tape a line on their floor meant to represent the Mason-Dixon line. Following a second request from the hall’s dorm team for the flag to be removed, the girls placed it inside their room, where it was clearly visible from outside their window. Following the event, there was a rapid response from the student body."

I don’t think Pat Sellers has any links to European right wing extremist organizations.

But apart from being much older and less educated he is much like this guy, Richard Betrand. 

Richard Cohen of the SPLC had a slide up on the screen at the Congregation Rodeph Shalom on March 24, 2014.  

One guy had a swastika tattoo on his forehead. Another had a coat and tie on. 

He said the scary guy is the one without the swastika tattoo.

"One of the most polished American racists of recent years is Richard Bertrand Spencer, a 36-year-old Ph.D. program dropout who, in his khakis and oxfords, looks more like some ambitious young Capitol Hill staffer than a white supremacist. Indeed, with a master’s degree from the University of Chicago and a bachelor’s from the University of Virginia, Spencer’s resumé reads a lot like that of a well-heeled, up-and-coming politico." 
Spencer is certainly not the first American professional racist to try to forge ties with his white brothers and sisters abroad. William Pierce, the late founder of the neo-Nazi National Alliance, once wooed the racist German National Democratic Party and Greece’s rabidly anti-immigrant and anti-Semitic Golden Dawn group. Pierce even spoke at those organizations’ events in the late 1990s. Although there was much talk at the time of a “pan-Aryan” international white supremacist movement, cooperation beyond these ties was minimal. 
But others, too, have traveled to overseas extremist events. Jared Taylor, who edits the white nationalist journal American Renaissance, once spoke to the French National Front (NF) and his annual conferences have featured prominent figures in the European radical right including Bruno Gollnisch, at one time the second-in-command of the NF, and Nick Griffin, leader of the racist British National Party. Gordon Baum, the leader of the Missouri-based white supremacist Council of Conservative Citizens, also once spoke to the FN.
But none has managed to co-sponsor an event with a party that has won as many votes as Jobbik. How has a young Ph.D. dropout in a remote Montana town come to be the key American racist building a transnational alliance?”

Sellers ran for the 6th Congressional District, once in 1996 and again in 2010. In a YouTube video he says his most proud moment is the successful defense of the Saha farm against the City of Coatesville.

Sellers boasts of his decades long membership in the John Birch Society as a chapter leader in a YouTube video.

Don't misunderstand me I don't think that Pat Sellers is dangerous and certainly not as dangerous as Richard Betrand. 

But we do have skinheads in Chester County. Tom Hogan arrested 2 KKK /Skinheads in 2005. Unfortunately they are out of prison now. One man lives in Kentucky.

What would have happened if Coatesville PD Officer Amy W. Nicholl had an iPhone 6?

The iPhone 6 is just the first product designed to stifle the NSA. Any manufacturer that doesn’t follow Apple’s lead will fail.

“Under its new operating system for iPhones, iPads and iPod Touch devices, “once users set a passcode, Apple will no longer be able to unlock your device—even if ordered to do so by a court,” as Matthew Green explained in Slate earlier this week. That means if a court orders Apple to reveal the contents of a phone, all it will be able to turn over is a set of nonsensical data… 
While security agencies worry about what this could mean to fight terrorism and other types of criminal activity, company executives say the U.S. government only has itself to blame. Revelations of the widespread nature of government eavesdropping has made everyone very suspicious of U.S. products. “Surviving in the global marketplace—especially in places like China, Brazil and Germany—depends on convincing consumers that their data is secure,” notes the Times. And as Green noted in his Slate piece, focusing only on the U.S. government is “shortsighted” considering that Apple has retail stores in 14 countries and sells phones in many more places: /The United States is not the only government with law enforcement, or with an interest in its citizens’ data.”  

N.S.A made it’s bed.  Now it will sleep in it. 

But all police departments are in the same bed. They are complaining it will prevent them from solving crimes. 

It will also prevent them from committing crimes:

You can argue about the change being better or worse but if Coatesville Police Officer Amy W. Nicholl had an iPhone 6 we would have a different Coatesville Police Department right now. 

Nobody would have been able to view “inappropriate” texts from Chief M. Julius Canale as well as sex videos featuring her and Lt. Chris McEvoy, a member of the department with whom she was having an affair, records said.”

A Democratic State Representative would go a long way to clean up crime in Coatesville.

Electing two Democrats as Chester County Commissioners would be even better for cleaning up crime in Coatesville. 

People who come to Coatesville need to know our history. Especially people that want to start a business here. Or people who want to be a part of Coatesville’s government.

Republicans are more than entrenched in County Government. Chester County government was Republican before Lincoln was a Republican and it never changed. You could say that corruption is the way it’s done, It’s tradition. 

State Rep. Tim Hennessey’s Coatesville Office Manager Lisa Johnson was a crack cocaine dealer. She was convicted and did probation. 


Incredibly Hennessey’s office manager Lisa Johnson was the judge of elections after she was arrested and awaiting trial. When I notified Voter Services they replaced her.

The illegal drug business is big business in Chester County. I believe there are high level Republicans who want to keep Coatesville as a drug distribution center for Chester County. Keep the violence here and sell it to white kids in the suburbs. 

When the arson fires were burning Coatesville Police stopped every young white person driving in Coatesville. They were looking for an arsonist, but all the undercover people in Coatesville nearly shut down the drug business in Chester County. One long time street dealer actually got a regular job to make ends meet. 

The same transportation links here that make Coatesville a very attractive place for development make it attractive as a drug distribution center. 

In 2007-2008 a guy in a red Jeep Wrangler would run down Black Horse Hill Road into Coatesville, coming from maybe New York. He would park on Cedar Street near the house I grew up in and kids on motorbikes would come, pick up packages and zoom off over Coatesville.  A few minutes later the kids would come back, pass of the cash and the guy in the Jeep would be back up on the Interstates and gone.  The whole thing took less than 15 minutes. 


In 2006 Republican Party Area 14 Chairman Richard Legree, “Chief” Matthews and City Manager Harry Walker cut the Coatesville PD in half so at any given time there was only one officer on duty in Coatesville and a dozen places he could go. 

When the guy with the AK-47 was chasing a car around Coatesville there wasn’t enough police to keep up. Incidentally, I know someone who was in the car.

It’s been more corrupt here. 

Back in the 70s Chester County DA Bill Lamb had a big drug sweep. I think 32 people were arrested. Richard Legree was among them. 

Richard "Stretch" Legree of Coatesville, named as the number one drug pusher in Chester County by District Attorney William H. Lamb, was convicted last night of selling 145 bags of heroin to an undercover agent in January.” Daily Local News.

Bill Lamb’s entire prosecution fell apart when rampant corruption was discovered in the PA Drug Enforcement Agency and the local Chester County FBI. 

The prosecutions primary witness, an informant named Daniel Joseph was murdered while in Witness Security protection of U.S. Marshals in Delaware.  

President Carter formed a task force that reported only to him to investigate the Chester County FBI. 

During the same sordid period Chester County’s answer to Tony Soprano, Chester County Republican Party Chair and Chester County Commissioner Theodore “Teddy” Rubino died before he could start his prison term.  

“Teddy” had this top drawer in his desk.  If someone wanted a favor he would leave the room and a token of appreciation for the favor went into the top drawer. 

Republicans built Theodore S. A. Rubino memorial Park - Malvern, PA to honor his service.

Everyone that was arrested in Bill Lamb’s crime sweep whose trial had not yet come up was dismissed and people convicted and in prison had new trials and got off. 

Richard Legree was one of the people who got off. 

Legree worked for the Construction Workers Union in Philadelphia and went around the country in that position. 

He was chair of the Chester County Republican Committee Area 14. 

Legree was a state constable. 

He was a Valley Township police officer for a time. 

A lot of people in Coatesville and several people in the USDoJ believed he ran the Drug business in Chester County. 

He may also have had a nationwide booster store business. 

Richard was charming and fun to talk with. But he was allegedly present in 4 different murders. 

I think he had a lot of people fooled.

I think there is no one with Richard’s charm, people skills, business skills and political connections that can replace him. 

I have to confess that I did like him.

The many law enforcement officials that tried to pin something on him may miss having Richard around, because they didn't get to put him behind bars.

The “parking problem” in Coatesville and the somewhat racist Municipal Planning Code.

Just driving through Coatesville on any day and seeing more than 100 unused metered parking stalls should be enough to understand that Coatesville doesn’t need more parking stalls.

But we keep seeing calls that there is not enough parking. 

Here is why:

FHA loans helped to build suburban developments like Levittown. 

Until the civil rights legislation came into effect in the 1960s black people could not obtain an FHA loan. 

Beginning back in the 1930s and culminating after WWII the Federal Housing Authority gave birth to the Pennsylvania Municipal Planning Code.  

One way to think of the Municipal Planning Code is:

Spread white people out, separate industrial and business from residential and connect them with arterial roads so they can survive aerial bombardment while keeping black people (targets) jammed together in cities. 

The thing is, the use of the hydrogen bomb causing the universal extinction of mankind obliterated the somewhat racist national defense reasoning behind the Municipal Planning Code. 

All developments try to comply with the Pennsylvania Municipal Planning Code. The PA MPC doesn’t apply in Coatesville’s downtown and I think it doesn’t apply anywhere inside the city. If we strictly followed the PA Municipal Planning Code the Lincoln Highway in Coatesville would be a series of strip malls. We have zoning overlays to get around the PA MPC for parts of Coatesville. 

We don't need more parking in Coatesville. Coatesville isn't a spread apart suburban township. 

You can drive down any older Pennsylvania town and see the municipal planning practice, that in PA came mostly from German settlers. People mostly walked to stores for shopping. Stores delivered what they picked out. It worked for centuries and it still works. Those small stores might be the only kind of stores people 40 years from now will shop at.

OK, I used the term “parking stalls” because that’s what Betsy and I call them. We were born in the early 1940s. My children fall on the ground laughing when we say it.

Bunny Welsh the Chester County Sheriff is a member of the Leadership of the CSPOA (Constitutional Sheriffs and Peace Officers Association).

I knew Chester County has a lot of right wing extremists among Republican Party members, state and local candidates and elected officials.  I’m stunned by this.  It's frightening that Bunny Welsh as the Sheriff of Chester County is on the books in the LEADERSHIP of an anti-government right wing extremist organization. 

 I know Bunny Welsh , at least I've met her and I like her.

“Ever since the notion of the supremacy of the county sheriff became popularized, it has continued to remain attractive — though when people hear it, they don’t understand that what is behind it is violent lawlessness and vigilantism,” said Daniel Levitas, author of The Terrorist Next Door, a book that chronicles the racist underpinnings of the militia movement of the 1990s. “That’s what Richard Mack stands for when you strip all the window dressing away: lawlessness and vigilantism.”

"Sheriffs First 
Over the past two years, Mack has been working to bring county sheriffs nationwide into the fold of the Patriot movement. He formed the Constitutional Sheriffs and Peace Officers Association in 2011 to advance the principle that sheriffs must resist the government. 
“The county sheriff is the one who can say to the feds, ‘Beyond these bounds you shall not pass,’” Mack writes on the CSPOA website. He further writes that hundreds of police officers, sheriffs and others have “expressed a desire to be part of this Holy Cause of Liberty.” He vows to train them, state by state, and says that the local governments they represent will issue a “Declaration to the Federal Government regarding the abuses that we will no longer tolerate or accept.” That declaration, he says, will be enforced by those lawmen. “In short, the CSPOA will be the army to set our nation free.” 
At the group’s inaugural conference last January in Las Vegas, more than 100 sheriffs from around the country gathered, including Elkhart County, Ind., Sheriff Brad Rogers, who garnered Patriot fame in December 2011 when he vowed to arrest Food and Drug Administration agents if they tried to inspect an Amish man’s dairy farm without a search warrant. “When I saw things like Waco and Ruby Ridge and [the] Hurricane Katrina gun grab, I’m telling you, as sheriff of Elkhart County, Ind., that stuff’s not going to happen in my county,” Rogers said. 
The problem with the idea of sheriff supremacy is that it has absolutely no standing in historical or modern jurisprudence, according to Dennis Kenney, a professor of criminal justice with the John Jay College of Criminal Justice at City University-New York. It’s the byproduct of a bygone era in American radicalism. 
“There’s never been anything to it, and there will never be,” Kenney said. Still, the idea has taken root in some quarters. In Montana, lawmakers two years ago considered a proposal dubbed the “Sheriffs First” bill that would have required federal agents to receive a sheriff’s permission before making an arrest. In New Hampshire last August, a Republican candidate for sheriff came under fire for saying that a sheriff was justified in using deadly force to stop an abortion. In Delaware last April, the CSPOA supported the cause of Sussex County Sheriff Jeff Christopher, who was fighting proposed legislation clarifying that sheriffs in that state do not have arrest powers. “If you have a sheriff that stands against tyranny in each of their counties, if he’s the chief law enforcement officer like he’s supposed to be, then he can block some of those enforcement efforts that the federal government or the state government mandates that may be unconstitutional,” Christopher said. “He can say no.” 
And that just may be the endgame Mack is after — a generation of sheriffs whose politics are infused with radical-right views and whose understanding of the office of sheriff extends far beyond serving court papers, running local jails and policing areas outside the city limits. What Mack seems to want is a nation of county sheriffs who believe the government is the enemy. 
“These are now sheriffs who are learning and willing to learn how to become oath keeper sheriffs — that they would actually be willing to interpose on behalf of the people to protect their freedom,” Mack said in February. “These are true American sheriffs.”

Not just another eminent domain confrontation story, Edith Macefield “Holdout” on 99% invisible

I thought “Another eminent domain confrontation.", like the thousands that came out of the of “Wise Use movement” that I believe included the Saha property. That land use confrontation forced the City of Coatesville to use up $11 million to defend the the City of Coatesville in court. 

Although the City of Coatesville could have forced the annexation of the Saha’s land using eminent domain, maybe out of fear of violence, they never did. 

But I saw the “Wise Use movement” tactics and rhetoric used at Coatesville City Council meetings. I saw identical intimidation tactics and rhetoric used during the 11 year fight to build the Perkiomen Trail in Montgomery County. 

Instead of annexing the property the City of Coatesville offered increasingly exorbitant amounts for the land that were consistently turned down. I believe the people at the city did not understand that the confrontation concerned a particular political view and no amount of money would have altered that view.

At first I thought I’m not going to listen to this. It’s another right wing extremist property rights story. But I’m glad I did. Edith Macefield’s story has nothing to do with right wing extremism.

Refreshingly, except for offering 10 times what her property was worth for the tiny house that Edith Macefield lived in and misunderstanding the reason that Edith Macefield refused to sell, “Holdout” has nothing to do with "Property Rights" extremist Saha story in Coatesville. 

“The press at the time saw a “David and Goliath’ story of an old woman versus the big, bad developers. 
But there was a much more interesting story of the relationship that evolved between Edith Macefield and the project superintendent, Barry Martin. 
Slowly, Macefield warmed to some of the construction workers on the project, especially Barry Martin, the project superintendent who would check in on her occasionally and drop off business cards, telling her to call if she needed anything. 
She eventually asked Martin to take her to a hair appointment. 
Soon thereafter, Barry Martin began taking Edith Macefield to all of her appointments—and then, because it was easier to coordinate with his schedule, he started making them. 
Spending all of this time together, Martin got to know Macefield well. He learned that she wasn’t mad about the way her community was changing. She wasn’t even mad about the mall they were building more or less on top of her house. On the contrary, she seemed happy to have the company.”

VIDEO-It appears that a State Rep. Harry Lewis will not stand in the way if Republicans try to privatize public schools.


Harry Lewis is scheduled to speak at this Republican breakfast/prayer event.  But notice that he is not on the podium during the first 9 minutes of the video. They forgot Harry Lewis was part of the event. Maybe they thought he was part of the server staff.  Harry Lewis speaks at 22:29. He stops speaking at 26:24.

I was asked what the “Platform” of Republicans running for state government in Pennsylvania. I don't know of any platform.

The video below is Chester County Republican candidates talking to their people. It's easy to see that all the Chester County Republican candidates are Right Wing Christian Extremists running against abortion and Obama. 

A common theme of all the speakers is to be willing to listen to Chester County liberals, to not be too ideological, but when it comes to making a decision to make the true Christian conservative decision.

At 9.03 hear, “I made a big mistake and I forgot somebody. We have with us Harry Lewis, who is running for the new 74th District. Harry come on up, we want to hear from you as well. My apologies Harry. That new district got me.”

The Republican Party is and has been actively trying to eliminate public schools. Harry Lewis, while not calling for eliminating public schools, appears to have made a sort of pledge to support home schooling and the Republican’s pet project, for profit charter schools. 

At 23:26 Harry Lewis says:
“A little bit about myself. Former educator and past principal of Coatesville Area Senior High School, retired in 2006. And everybody says, O public education. But I’m very, very adaptable to educating kids. I’m all about young people. I won't dare tell a parent how to educate their child. But I would support and find ways in which they can do that on their individual basis."

At 24:25 Mr. Lewis says; “The reason I am a Republican is because of Martin Luther King, He was a Republican.” 
I believe that Martin Luther King Jr. never joined any political party.
