Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

Terence Farrell is allowed at Coatesville events. Guess they don't know what he did.

Terence Farrell was instrumental in stopping black Lincoln University students and professors and stopping only black people from voting in the 2008 Presidential Elections at Lower Oxford East.
"15. Defendants Carol Aichele, Terence Farrell and Kathi Cozzone are elected members of the Chester County Board of Commissioners and the Chester County Board of Elections. All three are sued in their official capacities; Defendants Aichele and Farrell are sued in their individual capacities as well.

2008 Petition to Move the Polling Location to Lincoln University
29. As a result of the difficulties experienced in the 2008 Primary and recognizing that high numbers of newly registered voters and the extraordinary interest in the 2008 presidential election would translate into high voter turnout, in September of 2008 Lower Oxford East voters including the Judge of Elections, petitioned the defendants to locate the polling place to a more suitable location at Lincoln University’s campus.
33. The proposed move from the Community Center back to Lincoln University was a “no brainer,” according to Defendant Forsythe, acting in his capacity as Director of Voter Services.
34.. Nevertheless, after a Board of Elections hearing on the petition to move the Lower Oxford East polling place to the Lincoln University campus on September 23, 2008, the Board voted 2-1 to reject the petition, with Defendant Cozzone dissenting.
44. Throughout the day and night, Aaron Martin, a Republican poll watcher, challenged the identities of young African-American voters, even if they had valid voter registration cards and photo IDs. Repeated challenges of young African-American voters caused even more delays and intimidated voters. Upon information and belief, Martin did not challenge any Caucasian voters.
. Defendant Commissioner Farrell was present in the Lower Oxford East polling place most of the day. Commissioner Farrell, an officer charged with the fair conduct of elections in Chester County, did not attempt to stop Martin’s unlawful challenges. When frustrated voters approached him to voice their concerns Commissioner Farrell shrugged and dismissed them.

In predominantly white Chester County, Pa., Lower Oxford East Township contains the largest concentration of African-American voters, largely because of Lincoln University, one of the oldest historically African-American universities in the country.
The township made national news following the 2008 presidential election, when some voters were forced to wait literally all day in pouring rain in order to vote. Many voters had to leave without casting their votes, disenfranchised by inadequate polling facilities.
Despite numerous warnings before the election that the cramped polling place would cause problems, the County Board of Elections had refused to change the location of the polling place – a tiny community center that could accommodate only two lines of voters, a small number of privacy booths, and a single ballot scanner.  And even after the 2008 fiasco, the Board of Elections rejected a petition to move the polling place to the campus of Lincoln University, where it had previously been located for years."

Is the Harry Lewis flier that was put on my porch illegal?

Maybe we'll find out this afternoon.

It doesn't say anywhere that Harry Lewis is a Republican and hints that he is a Democrat.  But it's not illegal because it misleads the voter, Jim Crow style.

It's not a broadside that says Harry is a nice guy that likes puppies and the other guy likes puppies too, for breakfast.

It clearly states, "PLEASE VOTE FOR HARRY LEWIS".  With a photo so there's no mistaken identity.

It's illegal because there is no disclaimer.

Maybe the ghost of Chester County Republican Committee Area 14 Chair Richard Legree made them do it. He said, "If they don't know it's a law, the law ain't broken.”  So they thought they could get away with it.

I think it's designed for election day when illegal or not it's too late to do anything about. I think somebody in the Republican Party screwed up and put it out too early.

Hopefully we can get an injunction that keeps it away from the polls on Tuesday.

The statement below is for federal elections. This is a federal election. We are voting for a U.S. Congressman in this election. In any case I think the PA election law in this instance is modeled on federal law.

"When is a Disclaimer Required?
Basic Rule
Political Committees
Political committees must include a disclaimer on (1) all "public communications" (defined below), (2) bulk electronic email (defined as electronic mail with more than 500 substantially similar communications) and (3) web sites available to the general public, regardless of whether the communication expressly advocates the election or defeat of a clearly identified candidate, or solicits funds in connection with a federal election (i.e., contributions for a federal candidate or federal political committee). 2
Individuals and Other Persons
A disclaimer must appear on any 'electioneering communication' (defined below) and on any public communication by any person that expressly advocates the election or defeat of a clearly identified candidate or solicits funds in connection with a federal election."

Where they go shows who they are. Tom Wolf populist / Tom Corbett Right Wing Extremist

My Dad told me he went to a speakeasy in New York during Prohibition times. He said “You bump elbows with gangsters in New York.”  I guess that Coatesville’s rum runner doesn't qualify as a gangster even if he died from 2 pops in the back of the head on Harmony Street.

Tom Wolf was bumping elbows in a supermarket in Philly,  touring Philly neighborhoods with Ed Rendell and greeting people at a supermarket in Delaware County.

Sounds like Tom Wolf “bumped elbows” with ordinary people.

Tom Corbett was bumping elbows at an evangelical church in Harrisburg, a gun show in Lebanon County,  shops in Schuylkill County and at a rally in Luzerne County.

I wonder if Eric Frein shopped at that gun show?

Maybe Tom Corbett bumped elbows with PA White Supremacists and Patriot Militia members at the gun show, in Schuylkill County and in Luzerne County.

Did Corbett bump elbows with Former Gilberton, Pennsylvania Police Chief Mark Kessler and his  anti-government militia "3 Percent Boots on the Ground” people?

SEE:

Maybe Corbett bumped elbows with Steve Smith at his Luzerne County Rally. The Luzerne County Republican Committee has a White Supremacist Committee member; Racist Skinhead leader Steve Smith.

SEE:
On the final weekend of their campaigns, Wolf and his Republican opponent, Gov. Corbett, were reaching out to the loyalists that politicians call "the base."
Wolf spent much of Saturday in heavily Democratic Philadelphia, hitting rain-soaked rallies from Germantown to West Philadelphia to a supermarket in Point Breeze, where 40 union members chanted, "We want Wolf!"
Eighty-eight miles west, Corbett, too, was working a friendly crowd, going from booth to booth Saturday morning at a gun show attended by hundreds in Lebanon.
The event came as a Corbett campaign adviser, speaking on condition of anonymity, confirmed that the National Rifle Association was urging its 250,000 Pennsylvania members via e-mail to vote for Corbett. The NRA grades candidates - it gave him an A and Wolf an F.
At the gun show, vendors and visitors alike approached Corbett, telling him as he strolled the sprawling Lebanon County Expo Center, "You've got my vote."
His day began with a visit to a Baptist church in Harrisburg and ended with get-out-the-vote stops at small businesses in Schuylkill County and rallies in Luzerne County.

This black candidate welcomes political support from a White Supremacist

It looks like Congressional candidate Kamau Bakari is a man who hates being black and hates black people so much that adopted the viewpoint of a white supremacist.

From what I know about Terence Farrell and his efforts to keep black Lincoln University students from voting in the 2008 elections he too seems like a man who hates being black and hates black people.

Cliven Bundy keeps doubling down on his observations about African Americans, and many of his erstwhile supporters can’t run away quickly enough.

On Thursday, the New York Times published racially incendiary remarks by Bundy, who mused about the status of black people – “Are they better off as slaves?” he asked. Bundy’s support from mainstream conservatives and prominent Republicans essentially vanished. So he began making the media rounds again, trying to explain himself.

But Bundy didn’t apologize or back away from his remarks. Rather, he doubled down, emphasizing at a press conference that he thought he was right to ask such questions:

Will Republicans throw Harry Lewis out of the Party? He is telling voters to vote straight Democratic and vote for me.

Harry Lewis says vote straight Democratic and then fill in the oval next to my name.

This was on my front porch today:

So Republican Harry Lewis is campaigning for Democratic Candidate Tom Houghton and Democratic Candidate Tom Wolf.

Republicans normally get thrown out of their party for stuff like that.

The flyer on my front porch is also most likely a handout to voters on election day. So look for it or a version of it on election day.

The Democrats for Harry Lewis signs and signs on this van are another part of the Lewis campaign's strategy to ask Democrats to vote straight Democratic for Tom Wolf and Tom Houghton and then vote for Harry Lewis.

It's a decades long tradition for the Republican Party to pay people in Coatesville to put up and take down signs like the signs on the truck and to work the polls.

Everything about Republican elections is paid.

There is no "Paid for by." disclaimer on the flyer. I think the Republican Party is paying for it out of "walk around money" they hand out to candidates.

A guy who became a Republican Committeeperson in Coatesville told me. "I looked into becoming a Democratic Committeeperson and there's no money in it."

It's rumored that former Republican Party Area 14 Chairman Richard Legree paid voters $20.00 each to vote in low turnout elections. Some of it was right out on the sidewalk but most of it was allegedly passed in the car on the way to the polls. Richard had a lot of experience at handoffs if you know what I mean.

Republicans are all for law enforcement but refuse to finance law enforcement

If you know anything about the Coatesville PD you that a lot of federal funding has dried up. Republicans don't just cut back on food stamps and education. The Republicans cut back on law enforcement across the board.

Hey, the fat cat wealthy guys that line Republican pockets with gold can afford their own private police forces, fugget about it.

Republicans effectively defunded the:

"Results indicate that participants this year dropped by 25 percent from participants of the 2010 National Drug Threat Survey (NDTS). One reason for the decrease in participation stems from the fact that mechanisms for previous data collections were defunded. Another contributing factor lies in the decline in resources due to the fiscal sequestration of the US Government. Restraints on government resources adversely affect every level of law enforcement, largely by creating shortages in manpower and thereby limiting data collection efforts and reporting abilities."

Coatesville is a Democratic City. Unlike Ferguson, Missouri we have black representation. In Chester County black representation stops at the city line. Repub. Terence Farrell doesn't count as black representation.

Republicans allegedly put lots of in cash street money into Coatesville elections. People have allegedly been paid $20.00 in cash and told who to vote for on election day, like it’s an ordinary thing in a local municipal election where 1 vote makes a big difference. In Republican Chester County low voter turnout is encouraged so that the Republican base dominates elections. Those kinds of elections that are often decided by 1 vote.

Incidentally, the Democrats for Harry Lewis sign men are paid. They will not do it for free.

Some things jumped out at me in this article:
“Municipal elections have far lower voter turnout than national elections. The most likely explanation is that politically motivated parties have kept some elections off cycle to bolster their political power.”
AND
“There are also important effects on turnout. Amir Fairdosi and Jon Rogowksi found that a black Democratic candidate on the ballot in a midterm boosts black turnout. (There is not an equivalent boost for a black Republican.) Lawrence Bobo and Franklin Gilliam found that in areas with high levels of black political empowerment, such as having a black mayor, black political participation is higher."
AND
‘Old boys’ club’
"When citizens lack descriptive representation, as most blacks do, they do not trust their representatives. Some 44 percent of Americans surveyed said that “an old boys’ club” is the best description of our representatives, with only 7 percent saying they are “the best and brightest.” That means the next Ferguson is just around the corner: When a crisis happens, unrepresentative local governments will struggle to retain legitimacy. Even without crisis, vital needs of the community will remain unaddressed by a government that seems unresponsive and aloof."
