It looks like we are getting an Animal Control Officer in Coatesville.

Below are excerpts from last night’s Coatesville City Council Budget Workshop

Coatesville City Council President Ed Simpson, “Our number one goal here is… to protect the citizens of this community. .. With that, we need to give them public safety number one…Police and Fire Department…One of the things we have been talking about is the Animal Control Officer…”

Coatesville City Council Vice President Karl Marking, “Remember last summer when there were kids cutting themselves with chain saws. Beating them (dogs) to death. You can’t get veterinary care for your animals unless you have a license anymore in the State of Pennsylvania. Anytime you see an animal without a license you know it’s not getting shots. It’s not getting shots for rabies. They become a public health hazard…”

Ed Simpson, “Chief Canale, his assessment pointed out the fact that we could bring parking enforcement….”

Ed Simpson, “That’s the bottom line; we have to protect people of this community…With the loose pit bulls walking around… The basic services, we need to get back to the basic services. Mr. Wilkinson’s (Public Works) department has been cut, and cut, and cut and cut year after year. And other parts of the city, they keep getting bigger and bigger and bigger…Our streets are deplorable.

It’s not going to happen anymore. The bottom line is we need to get back to giving the basic services that they need… It seems like we’re a little top heavy, to me…We just need to sit down and say where have we gone wrong.”

Homicide at 6th Avenue and Harmony Streets in Coatesville

An area of 6th Avenue and Harmony Street is taped off right now. The murder occurred last night before 11 pm.

There are degrees of extremism even among extremists and the teabaggers are not entirely extremist.

Remember that some of the right wing extremist militia groups in Michigan gave up the apocalyptic Christian militia group Hutaree to the FBI.

The Hutaree militia was allegedly plotting to kill law enforcement officers in hopes of inciting an antigovernment uprising,

Some teabaggers are just angry out of work people that can be persuaded to vote Democratic.

The teabaggers are already being recruited by the Republican Party and a mixed group of Libertarians, White Nationalist, Skinhead and Extremist Christian groups.

White Nationalist bombers like Timothy McVeigh are dangerous but I believe that a Republican majority on Capitol Hill and especially one with a President Palin is also dangerous.

A central theme of the people with tea bags on their hats is “States Rights”.

One person that until January of 2010 sat at the Coatesville City Council table allegedly flew a Confederate Flag at his Coatesville residence and allegedly had a Confederate Flag decal on his station wagon. Maybe he is a Civil War buff.

I believe that the people of Coatesville were taken in by an unholy confederation of drug dealers and white separatists. I think they both saw Coatesville as a way to make money off of the backs of the black community here.

A few black people may think that because drug dealers put money into their community, their churches and their public officials they are a kind of necessary evil. Most black people and most white people think they are just evil. A lot of black people here in Coatesville fear not just black drug dealers but also an alleged white political system that they believe backs the dealers up.

With the exception of some “house boy” types nearly all black people are against the “northern segregation” we had in “Old Coatesville”. We had the upstairs/downstairs Auditorium theater and the except for some of my boyhood friends and me the all black Silver Theater. One firehouse here is said to be “Old Coatesville”, but I digress.

I’m not entirely sure but I think that some members of the previous Coatesville City Government may be coming to the realization that they were taken in by people that I believe are white separatists.

I think some of the Teabaggers cut their political teeth on the City of Coatesville and left us with the worst 4 year period in the history of our City. And now those Teabaggers are moving on to bigger conquests.

Republican "Base" is a ticking time bomb

Eight years of the “Cheney/Bush failed Oil War” and the Ponzi scheme finance theory of “Trickle Down Reaganomics” have left the United States at its lowest point since the Great Depression of the 1930s.

President Obama has been saddled with the extreme failures of the Republican Conservative agenda that has slowly been choking the life out of the United States since the Republican Party made its Southern Strategy comeback following the passage of the Civil Rights Act.

It is not the "government takeover of health care" that the gun toting Teabaggers on Medicare rage about. It would not have mattered which of the failures of Republican Conservative Ideology that left our country bleeding that President Obama put his hand on first.

The Republicans seized on President Obama’s race from the beginning. And in a highly unified and structured manner Republicans have been stoking the fires of the racist reaction to the election of a Black President.

White Nationalist extremism is deeper and much wider spread than it was in the ramp up to White Nationalist militia movement sympathizer Timothy McVeigh’s murder of 168 men women and children at the Murrah Federal Building in Oklahoma City.

The Republicans nurtured and grew a racist rebellion among its dwindling “Base”. The Republican “Base” has become a ticking time bomb and any bloodshed will be on the hands of the Republican Party.

The papers were filed by attorneys for a former employee of CDR Financial Products Inc., an advisory firm indicted in October. A workshop was to be held this Wednesday, March 24th, at 6:00 p.m. to review the FY10 budget for completeness as we end the first fiscal quarter of 2010.
It was brought to council’s attention late Tuesday night that the meeting was not advertised as was requested.
In accordance with the council’s unanimous commitment to openness and transparency, the meeting will not be held tonight. Once council has had an opportunity to work with the interim City Manager to select another mutually agreeable time, I will update this entry.
A frustrating delay - but a great show of the council’s renewed commitment to the Sunshine Law.

Security at City Hall

At last night's Coatesville City Council meeting, there was a lot of discussion concerning security at Coatesville City Hall. In particular access to the room the safe is in.

The City Council and several city employees discussed codes that employees have and whether those codes could be compromised.

It seemed like they were tiptoeing around an invisible elephant. Listen for yourself:

I'd like to thank everybody up here for the last couple of months. And hopefully we can continue to move forward and do what we have to do to make the City a better place."

1. Receive a consider a Resolution approving the Preliminary and Final Land Development Plan, with conditions for the Land Development Plan, referencing the development of an Office Building and Hotel Redevelopment Project, located along Manor Road.

The last time the Coatesville City Council voted on a conditional and final approval of a major project it was for Chetty's "Pennock Place" at 3rd Avenue and Lincoln Highway. City Solicitor Andrew Lehr recommended voting against it.

The Republican Party wants the "Teabaggers" to be their "base"

It would be a big mistake for the Republican Party to continue to court the “Teabaggers”.

I'm familiar with the extreme racist right wing from Chester County, Montgomery County, Berks and Lehigh County. It is the KKK and Skinheads that want the "Teabaggers" as their base.

Former Republican Congressman Dick Armey and the "Freedom Works" insurance lobby may have bussed the “Teabaggers” around the country in order to kill the health care bill but the Nazis, Skinheads, KKK and militia groups are using the “Teabaggers” as a pool to recruit from. They have been very successful.

"Riverwalk Project Ground Breaking
March 19, 2010; 10:00 a.m.

Good morning ladies and gentleman. My name is Karl Marking and I’m the Vice President of Coatesville’s City Council. On behalf of the city, I’d like to extend our sincere thanks for taking the time to attend this ceremony.

I’d like to open my remarks by first acknowledging where we’ve come from before I focus on where we are and where we’re heading. I would like to acknowledge that Coatesville is far from perfect. The last few years have seen one of the worst times in Coatesville’s recent history. We are coming out of a period of distrust between the city and her government. We are, at long last, emerging from a time of terrible crime, an arson spree that garnered national attention, and one of the worst economy’s since the great depression. But the important thing today, is that we are here; we are on the other side - a little wiser than we were before, but no less hopeful.

We are coming together this morning - not to dwell on the often harsh or disappointing realities of human nature, but instead to focus on what can be achieved through hard-work, timing, a little vision, and a lot of perseverance.

I’d like to share a quote from President Obama’s Nobel lecture last December:
We do not have to think that human nature is perfect for us to still believe that the human condition can be perfected.
We do not have to live in an idealized world to still reach for those ideals that will make it a better place.
The non-violence practiced by men like Gandhi and King may not have been practical or possible in every circumstance, but the love that they preached — their fundamental faith in human progress — that must always be the North Star that guides us on our journey.
For if we lose that faith — if we dismiss it as silly or naïve; if we divorce it from the decisions that we make — then we lose what’s best about humanity. We lose our sense of possibility.

Grand words, perhaps, for such a small ceremony as this. But the reality is, for many people in the city of Coatesville, the city of Coatesville is the world. And regardless of how well travelled, well educated, or well intended any of us are, to thousands of people, Coatesville is home. And we have the honor and the responsibility to do all that we can to make it the best home possible for the over 10,000 people who continue to have faith in realizing a return on the investment of their hopes, their efforts, and their money. It is up to us - all of us - to do what is necessary to also make Coatesville a place that people can be proud to call home.

I see the river walk as more than a new project. It is more than a walking or cycling trail. It is a symbol; a promise soon to be fulfilled. It is another step toward finding Coatesville’s future and delivering on her potential for being more than she is, and perhaps - one day - more than she ever was.

I moved to Coatesville five years ago on this promise; the promise of a vibrant renovation of The Flats and of the downtown. Neither of which have been fully realized. And I am not alone. I know many people who took a similar chance on Coatesville. People with an entrepreneurial spirit and a desire to be a part of something not only new, but vibrant.

We have a lot of hard decisions to make and a lot of a hard work yet before us and we need to maintain that entrepreneurial spirit if we are to succeed. We have a main street that needs our attention. We have a school district working diligently to improve their reputation. We have a fully staffed police force. In short, we have the tools we need to build our city’s future. We also now have a group of people - from elected officials and city hall employees, to church leaders and every day citizens - who have been ready, willing and able to begin using these tools. We have vision. We have heart. We have faith in the fact that our city does not have to be idealized in order for us to realize our potential. It is up to us - all of us - to move Coatesville forward.
I am honored and pleased to be able to stand here today and be a part of this ground breaking ceremony; to be a part of the symbolism of what is on Coatesville’s horizon.

I asked Council President Simpson - who was unable to attend this morning’s festivities - if he’d like me to say a few words on his behalf. And ever the embodiment of brevity; he had just this to say: “Git R Done!”

If insurance reform does not pass the USA will be an undesirable place to live.

If the insurance companies and their Republican cohorts prevent the insurance reform bill, the gangster mentality of the insurance executives will make insurance rates skyrocket. The drag their rate increases impose on our economy will make the USA a non-competitive country.

The insurance companies and their Republican servants will have killed the goose. People will leave the USA in droves.

Armageddon claims about the health care bill are baloney

Any reasonable person, including “jittery Democrats” knows that the claims about how bad the health care bill are balcony; if and when the health care bill passes all the air will go out of Republican and Teabagger insurance company lobbyist created Armageddon claims about the health care bill.

The only way I can understand Democrats that are considering voting against health care for US citizens is that they know the insurance companies can pour hundreds of millions of dollars into their opponent’s campaigns.

Are some of the things for profit medical insurance companies do, demonic?

For several decades now I have thought that the basic premise of for profit medical insurance is immoral. And, that some aspects of our so called for profit “health insurance” are demonic. Until now I didn’t say or write the word demonic. That was mostly because of the popular meaning of demonic as expressed in movie theaters.

For profit health insurance companies make money by not providing the service their salesmen say they provide. If you get really sick, expensive sick, you can count on your for profit health insurance company doing everything possible to keep from paying to make you well. It becomes a demonic industry when the companies go so far not to do what they advertise to do, that is pay for your care when you get sick; that they hold off your health care so that you die and they invest the money they promised to use to pay for your care. Insurance executives grow wealthy this way. Your slow and painful death is assured by a bureaucrat typing on a keyboard one thousand miles away so that his boss can profit from your death. That’s demonic, maybe more demonic than anything the Camorra or Mafia has done.

Instead of helping ordinary people Republicans march in lock step with for profit “health” insurance companies. It appears that the GOP grows wealthy in this way.

Well attached for your review is the feasibility study presented to Greg Reaves of the Mosaic Development Partners from Pat Burns Owner of the Fresh Grocer. You’ll note the date of the study March 30th, 2009. Seems out dated right? Well as strange as that may be it’s the letter that was presented to the RDA a couple of weeks back in their February monthly meeting. So in one year’s time in essence nothing had changed from the original letter. One of the big parts of Mosaic’s deal was that they had a anchor tenant (Fresh Grocer) but needed Site Control in order to move forward. Well after reading this letter from Fresh Grocer it’s my opinion that they never had an anchor tenant because there were too many concerns from the Fresh Grocers side to address before they could commit.”

It’s in response to anonymous that said a Marriott Hotel in Coatesville has to be a joke.

Places change. I lived at 22 and Green Streets in Philadelphia in the late 1960s. The leader of the “Green Street Counts” was murdered across the street and a pack of about 40 dogs lived in the abandoned Abbey across the street. Now the entire area near the Philadelphia Art Museum is very upscale. It actually took just 15 years to go from a place where you could expect to be mugged and there were monthly burglaries to a very upscale neighborhood with upscale restaurants.

An extensive illegal drug business cannot exist without some cooperative public officials.

The drug dealers and drug gangs are still in Philly but not near 22nd and Green. A city government that accommodates an active, vital downtown and an active illegal drug business may be possible in a large city like Philadelphia but not in a tiny city like Coatesville.

Coatesville is a drug depot for Chester County. The drugs the teenagers use in Chester County mostly come by way of Coatesville. I believe that there are a few public officials who benefit from and want to keep the drug dollars flowing through Coatesville.

The government that preceded the “bloc of four” went a long way to eliminate the drug business in Coatesville. The drug business went from as former Coatesville PD Chief Bellizzie described as “an open air drug bazaar” to a place where drug dealers could not live during the Janssen Administration. If you are familiar with the HBO series “The Wire” the Third Season, Forth Chapter, or program, is called “Amsterdam”. The street scene in “Amsterdam” looks very much like Coatesville between 6th and 8th Avenues before Paul Janssen came here. If you haven’t seen “The Wire” it’s in the Libraries.

I think the people working mostly behind the scenes that I believe installed and manipulated the “bloc of four” did so to bring back and maintain the drug business in Chester County. There are plenty of articles in the Daily Local News that, put together, suggest that. I believe the public officials that support the drug business here are losing control and have been losing control since about a year and a half before the election. I believe that public officials are involved with obstruction of justice, extortion, embezzlement of public funds and receiving funds from illegal activities. I think the current investigations that actually began several years ago may bring some of those public officials that I think are involved in the drug business to light.

If you don’t believe all of this, I think you are in for a big surprise.

Coatesville Marriott Courtyard Hotel-“We expect the construction to begin this summer.”

The Oliver Tyrone Pulver Corporation presented their plans for the Hotel/Office complex on Rt. 82 at the Coatesville City Council meeting, March 8, 2010

“A lot has taken place at the property. A lot is being planned to take place at the property in the near future.”

The subdivision plan was approved last year. In order to commence construction of the hotel and office building the preliminary and finial land development plan needs to be approved soon. They are hopeful to be back on the agenda in two weeks for preliminary and finial conditional approval.

“The Marriott Courtyard that is proposed for the site is 125 rooms… The office building is 80,000 sq. feet and it will be at the other side of the site. That’s a 4 story building with 20,000 sq. feet on each floor.“

The first portion of the site to be built will be the hotel.

“In between the Hotel and Office building is a parking structure. The City’s Ordinance required 379 parking spaces and we did apply for and receive from your Zoning Hearing Board, a couple of weeks ago, a special exception to reduce the number of parking spaces from 379 to 329. This site is unique. It’s unique because both uses are not at their peak at the same time. The hotel will have its peak on nights and weekends when the office building’s requirement for parking will be reduced and vice versa. It’s in part an environmental concern to reduce the amount of impervious coverage by reducing the number of parking spaces; it’s also a cost concern…. If there is one thing that is important to him (Mr. Pulver) in all of his projects it’s that there be adequate parking.”

The plan has been reviewed and revised several times over the last 6 months to accommodate the revisions of the City Planner and City Engineers.

The Planning Commission has recommended approval of the plan with certain conditions.
“As a result of their reviews we have revised the plan. We then got subsequent reviews. We revised the plan again and I believe that we are at a point where in a couple of weeks you will hopefully see fit and be satisfied to approve the preliminary and finial land development plan so we move to the next stage.”

“It takes approximately a year to build the hotel and an additional 90 days to fit it out and furnish it and prepare it for occupancy. From the time the commencement of construction it is about 15 months. We expect the construction to begin this summer. It is important that the plan be approved so that the building can commence.”

“We hope to be back in two weeks for your consideration of at the March 22, 2010 Coatesville City Council meeting for preliminary and finial conditional approval for both structures.”

The property the hotel and office building is being built on is owned by the City of Coatesville Redevelopment Authority. Mr. Pulver owns the air rights to the property.

They will provide a 50 foot wide access way from Rt. 82, Manor Rd. back to the Brandywine Creek. In the City’s Comprehensive Plan the City desires to sometime in the future to cross the creek and develop recreation and park facilities.

Coatesville City Councilman Karl Marking responded to Nancy Coates concerning the dog attack

"It is my wish that during the amended budget talks that we can resolve having an animal control officer.

I would also like to say that if that animal does not have a license that animal is not receiving care in the State of Pennsylvania from a qualified vet. They changed that law recently and the vet is not allowed to treat an animal that doesn’t have a license. Every one of those animals that isn’t licensed is probably carrying the rabies virus and God knows what else... and it is just a nightmare waiting in this city to happen.

I was recently, today actually, at the Delaware Community Association meeting in Wilmington and Wilmington has enacted legislation specific legislation for Pit bulls so they have to be registered nurtured and so on.

But just in general; I have been advocating for an animal control officer. I have myself been attacked by two pit bulls that almost got my dog as well and myself and
I am totally on board with that…

And it’s only a matter of time until someone is killed"

Nancy Coates speaks to City Council about Pit Bull/ Rottweiler attack

On Saturday at 6:30am Lew Coates, husband of Nancy Coates was walking their Bichon dog at 3rd and Harmony Streets in Coatesville. He was “accosted” by a mixed Pit-bull Rottweiler.

Lew Coates is a big strong man. As it was told to me; Lew kept the dogs jaw from closing by grabbing the back of the jaw and squeezing. He held the dog this way for several minutes until the police came.

Nancy Coates addressed the Coatesville City Council last night. “It tried to kill my dog”, said Nancy Coates.” At one point her husband Lew was allegedly knocked down by the dog. “He is now on crutches.”


“We as the citizens of Coatesville, and I know I don’t stand alone have been trying, begging, doing everything we can to get these pit bulls off the streets…, said Ms. Coates. This dog did not have a license; it did not have rabies shot. Once the gentleman who owned it found out it had been picked up by the police department; he went to the SPCA to sign himself away from this dog. We have implored you to put a dog officer on the street and it has not been done."

“I am half tempted to get an attorney and sue the City for the bills I am going to incur.

“My husband may have a cracked hip or a cracked pelvis. He is a heart patient. Had he not been in the physical condition he was in that dog would have killed my dog.”

“We have people that turn their turn their pit bulls loose on the street. They run at large. You have young people who, the dog is bigger than they are, that are holding these dogs back. Some people have two, three of them at a time. “

“If this had not been my husband and had been your child you wouldn’t have a child; because the only thing that saved him was a heavy coat, heavy hat and gloves.”

"I have a husband who I have to care for now, because he’s on crutches. He was perfectly healthy man before Saturday morning."

Tea or Coffee?

You now have the choice of Tea or Coffee in grassroots political movements.

The mission statement of the Coffee Party states that; "…the federal government is not the enemy of the people, but the expression of our collective will, and that we must participate in the democratic process in order to address the challenges that we face as Americans."

I know some of the local Chester County Teabaggers. They include “White Nationalist” types. The Federal Government is something White Nationalists are up in arms against. Literally up in arms. I believe that some of those White Nationalist type Teabaggers helped to put the Kabash on Coatesville's Redevelopment.

“Learning From the Sin of Sodom”

Rev. John McNamee told me and a friend that the church is a bureaucracy of people and as such is burdened with our human ethical failures. But as Nicholas Kristof writes in his article, members of clergy and their organizations may be the most effective and courageous people in the fight against poverty.

Here in Coatesville it’s true that some “ministers” finance their “churches” with drug money and launder it in their services. It is also true that some corrupt public officials work with drug dealers to keep their businesses profitable.

But the support that comes to offset the ravages of that drug business on the people of Coatesville comes from government and clergy. Without a concerned clergy in Coatesville our condition would be much, much worse.

As NICHOLAS D. KRISTOF writes that clergy/government relationship works on an international scale as well.
