Is the Russian Army gathering information about local government in the United States, Kompromat for future use?

At times more people from Russia read my Coatesville Dems blog about local government corruption than people in the United States:

Local elected officials often go on to becoming state & national political leaders. 

Does the Russian Army have long term plans to influence U.S. politics by collecting information, (kompromat) on local municipal & county government officials that might later move up to more influential positions?
