Coatesville City Council “I’d like to make a motion to remove Ms. Jones as Vice President.”

In January Ms. Hunt was elected President of Coatesville City Council. Ms. Jones was elected Vice President of Coatesville City Council. 

Allegedly acting on hearsay information by way of Coatesville City Councilperson Linda Lavender Norris, Ms. Jones was removed as Vice President of Coatesville City Council.

"On February 27, 2017 Coatesville City Council meeting was held at Coatesville City Hall.

At item #3 Additions, Deletions and Modifications. Council Member Joseph Hamrick (A Democrat and Member at Large) interrupted and addressed “Madame President” I’d like to make a motion to remove Ms. Jones as Vice President.

That motion was quickly 2nd by Linda Lavender Norris (a Republican and former Council President) employee of State Rep. Tim Hennessey and representative of the 5th Ward.

The four votes having passed, Mr. Hamrick then nominated former vice president Lawson back to that position needless to say but quickly again Linda Lavender Norris 2nd that nomination and the two others voted quickly in favor of that stunning motion…

Seats and nameplates were rushingly and anxiously exchanged by Marie Lawson and I was doomed to sit in the chair between Carmen Green and Linda Lavender Norris for the rest of the meeting. (It) was like a “horror show” with attacks on City Manager Mike Trio, who was at the Natural Lands Trust meeting, by Carmen Green and Linda Lavender Norris.

At the historical presentation:

During my own historical presentation near the end Lavender Norris interrupted and said that what I was talking about wasn’t necessary." 

(I believe Ms. Norris is referencing the dispute over continuing Black History as a separate history *). 

"I politely and intelligently corrected her about congress giving us the month of February and went on with my presentation and received a standing ovation…

Three remaining council members Arvilla Hunt a Democrat and President of council representing the 3rd Ward as well as Republican Ed Simpson representing the 1st. Ward and myself, went into our investigative mode to look for facts, information, results and rationale. Mr. Ed Simpson called Mr. Joe Hamrick (man to man) and was told Carmen Green came to him saying that Mrs. Jones caused an embarrassment, ruckus, created a disturbance, at the Natural Lands trust meeting…

Carmen Green was not present at that meeting, only Linda Lavender Norris, City Manager Trio and myself Ingrid Jones.

So “hearsay” is the basis for this trouble.

After Ms. Hunt became aware of the accusations she called Ann Hutchinson of Natural Lands Trust regarding the February 16. 2017 meeting, she was told by Ann that there was no such action on behalf of Ms. Jones and that the meeting was very productive with Lavender Norris and Ms. Jones stating their opinion concerning the Palmer Park Pool. She stated there was no confusion and did not any way cause embarrassment/nor any hold up in progress for the city."

Richard Legree coined the phrase "Ingrid Jones is not Black enough."

Ingrid Jones ran for the Magisterial District Court in Coatesville several times.

Richard Legree knew he wouldn't be able to control her as he controlled other Magistrate Court judges in and near Coatesville. Richard desperately did not want Ingrid to be a judge.

Richard didn't like Judge Bicking.

Coatesville Magisterial Judge BRENDA J. BICKING threw him out of her courtroom. Richard allegedly claimed that he can stand next to a magistrate and offer "advice" because he is the "chief constable"; a non-existent position.

I witnessed Richard doing just that at a hearing in Judge Davis's court in Coatesville. Just before a defendant appeared before the court Richard stood next to Judge Davis and discussed something. Judge Davis didn't use a microphone. I believe that in effect Richard not the judge decided the outcomes of many hearings. There are more ways of making money from illegal drugs than selling them.

Legree bought the house that the Judge Bicking rented and had her evicted.

The leftovers from what I believe were Richard's organized crime group still does not like Ingrid Jones.

Ingrid didn't consider running for Coatesville City Council until then District Attorney Joe Carroll asked her to run. Ingrid has many friends among various law enforcement officers.

When Ingrid and me went to the U.S. District Court in Philadelphia to witness a hearing for Richard Legree Jr. the people at the front desk knew Ingrid. After the hearing we visited with Ingrid's friend, United States Marshal for the Eastern District of Pennsylvania, Gary Shovlin. Gary gave us a short tour of his office.

Gary E. Shovlin is now an executive administrator at the Supreme Court of Pennsylvania.

I think that because of her many contacts among law enforcement officers and a more detailed knowledge of the law that many attorneys coming to the Coatesville City Council some people are afraid of Ingrid and don't want her in Coatesville City Council executive session meetings.

As Senior Director of Municipal Conservation Services, Ann works with municipal officials and planners in developing ordinances and subdivision plans that enable communities to conserve their open space and natural resources as part of the development process. 

Before working for Natural Lands Trust, Ann was the planning and community development director in Lower Merion Township, a lively first-ring suburb of Philadelphia. 

Ann’s favorite place to spend time outdoors is on the beach in Maine.
Ann earned a B.A. in English Literature from Northwestern University and a Masters in Landscape Architecture from the State University of New York, Syracuse. She is a member of the American Institute of Certified Planners.
