Council for the Flats in Coatesville?
Flats refers to the former GO Carlson property bought by the City of Coatesville Redevelopment Authority. The Flats has a commercial / residential zoning overlay. That means although the property is zoned heavy industrial buildings such as restaurants, retail stores, office buildings and apartments and homes can be built there. But the land underneath is still zoned for heavy industrial.
The availability of the flats industrial land brownfeilds to
be reutilized for commercial and residential development gave birth to the
redevelopment of Coatesville. It would reconnect the East and West parts of Coatesville
and allow new commercial and residential construction on one of the busiest intersections
in Western Chester County (Average Daily Traffic Volume 14,500).
Returning the Flats to heavy industrial use would most likely sink any plans to redevelop the City of Coatesville.

Why Bart Blatstein, Baker Properties and Don Pulver were interested in Coatesville
At least 2 times in the past the City of Coatesville was presented with plans for heavy industry projects on the Flats.
I believe that former Coatesville City Solicitor Andrew Lehr and former Coatesville City Manager Harry Walker came to Coatesville to build a gas fired power plant on the flats property. The money from such a power plant is in electric power that can be transported and sold. Exelon owns the power lines and would not permit a competitor like Florida Power and Light to use their power lines. Therefore a City of Coatesville Power Authority would need to be formed to sell the electric power. That Coatesville Power Authority would have control over the electricity and the money:

Proppants are part of the toxic mix of chemicals pumped into the ground to frack natural gas out of stone.
Arthur Morton an associate broker with Ambassador Realty of Coatesville gave a brief presentation about a business venture called Blue Sky International or BlueSky International (I haven’t found it on the web yet) seeking the need for about 8 to 10 acres to develop what’s called a proppant plant.The proppants are created from slag that would come from the steel mill.
Mr. Morton,
"I brought to the city several weeks ago, perhaps three or four weeks, a business venture by a company called Blue Sky International seeking the need for about ten acres to develop what’s called proppant plant. Proppants are metallic balls that are created from slag material. And all this obviously comes together because of the steel mill and the slag that is ultimately produced from making steel. It’s then reprocessed by Stine, which is, I guess the old Brown Company…

Mr. Morton, “It’s got to go somewhere.”It just happens that they want a fracking chemical plant in a black neighborhood.
Each time plans for a heavy industry in the heart of the City of Coatesville was proposed it was struck down once by an uprising of the community and twice by a Coatesville City Council that basically ridiculed the proposals.
Unsightly, polluting heavy industries have been proposed several times in the center of the City of Coatesville. It's going to keep happening until residential commercial structures go up on the Flats property. Coatesville is a half black lower income part of Chester County. That is what attracts those polluting industries. It's environmental racism.
