The town of West Chester, PA runs on drug money. End prohibition of drugs, make all drugs legal and West Chester becomes a sleepy college town. 

Maybe someday some new kind of treatment for addiction will make it possible to end prohibition. But that's not going to happen anytime soon. In the mean time police, prosecutors, street dealers, politicians, drug cartels, prisons, Wall Street banks, terrorists and defense attorneys will continue to thrive from the enormous profits in the illegal drug business.
