Jarrell Brazzle received benefits as a part time City of Coatesville employee. Allegedly, he was not entitled to those benefits.

Jarrell Brazzle is now a Coatesville City Council member.

“Let me be crystal clear for those who may not understand the nuance of benefits. Part-time, non-union employees are not entitled to receive any benefits of any kind from the city of Coatesville. Some union part-time employees are eligible for some benefits as a function of their collective bargaining agreement, but even if said union part-time employee worked over a 1,000 hours in the year, they’d still not receive the total number of vacation and sick time entitlements that the Honorable Mr. Brazzle was afforded. There were other non-union, part-time employees on the payroll at the time but none of them received the same vacation and sick benefits as were afforded to Mr. Brazzle. This benefit was afforded to the Honorable Mr. Brazzle 15 times in the 2009 payroll cycle. He was even afforded the opportunity to sell his unused accrued sick-time (that he was never entitled to accrue in the first place) just before election day 2009 – getting the bulk of this special benefit in his election week pay check. The sale of sick time is not a benefit granted to anyone at City Hall – ever – as it is a use-it or lose-it benefit. All told, the Honorable Mr. Brazzle was paid a total of 86 hours of combined vacation and sick time.”

I believe there are many interesting events within the City Finance, Codes, Human Recourses and City Manager’s office never before made public. At the end of Karl’s post he hints that this may just be the beginning; “I’m done keeping secrets that aren’t mine to keep.”
