Concerning threats to City of Coatesville workers

It took a lot of legal effort by Coatesville's attorneys and a lot of the City of Coatesville's cash to get a Commonwealth Court Decision to make Chester County landlord Amrit Lal to pay his back fines to the City of Coatesville.
I knew about Harry Walker and Andrew Lehr allegedly accepting $5000 from Amrit Lal in lieu of the $110,000 plus legal fees he owed to the City of Coatesville shortly after it happened.
It came to me indirectly from a City Codes Officer who was literally terrified to reveal the information but even more pissed off at what he said that Walker and Lehr did.
He would not go to anyone at the Chester County Courthouse or even approach the FBI cold out of fear that it would get back to Walker and Lehr. He wanted someone safe to pass the information to the FBI so they could contact him.
His wife has I think, MS or something like it. Emmett Belmonte believed he would have lost his job and benefits if Walker and Lehr found out where the information came from.

Emmet Belmonte passed away last year:

The deal between Lal, Lehr and Walker was just made public at the August 23, 2011 meeting.

In 2007 the PA Commonwealth Court ordered landlord Amrit Lal to pay the City of Coatesville $110,000. It never happened.
Landlord Amrit Lal was supposed to pay $110,000 to the City of Coatesville instead Harry Walker and Andrew Lehr allegedly accepted his check for $5,000.
