Were there were physical altercations between a city employee and Forensic Auditor Manny Dechter and physical altercations between that same city employee and Coatesville Finance Director Stacy Bjorhus? Did Stacy Bjorhus show up at a City Council Meeting with facial injuries?
Was the city employee that allegedly assaulted Manny Dechter and Stacy Bjorhus ever disciplined or protected?
Did that same city employee try to sue for discrimination but had no case?
Did certain city council members ask that Manny Dechter be removed from City Hall before his forensic audit was finished?
This is part of what I wrote on March 19, 2011:
There are still unresolved issues at Coatesville City Hall related to the former administration; for instance, the missing $168,000 in the 2008 budget. Joe Carroll had a forensic auditor, Manny Dechter, audit the 2008 budget. He found the same $168,000 missing that Thornton Barbacane found. I believe the missing $168,000 may have something to do with payments in cash to the City of Coatesville. I think the people involved are still on the payroll.
Paul Janssen’s primary effort was making the streets safe and he was run out of town. We do have a good police force again but I feel the court system may not always be on their side.
I think the primary opposition to the redevelopment came from those who benefit from the drug business of Chester County. I think the primary opposition to the redevelopment of Coatesville is still coming from those who benefit from the drug business in Chester County.
I believe some corruption remains within City Hall.
The revitalization of the City that came to a standstill with the “bloc of four” is coming about in a very big way. I believe that within 5 years Coatesville will be the major municipality in Chester County for recreation, business, residential real estate, transportation and shopping.
If a Coatesville City Manager can’t accept or handle all those elements to the job he won’t do us much good.

I warned the City Council to ignore the person Chester County sent us to look for a Coatesville City Manager.
One more thing:
Was the free wireless Wi-Fi service-“coatesvillefreewireless.com” at City Hall and other areas of Coatesville shut down because it allowed open access to Coatesville City Government computers AND BECAUSE DRUG DEALERS WERE USING IT FOR THEIR BUSINESSES? Karl Marking shut it down.
I live right near city hall and couldn't access it! Who could?
ReplyDeleteYou had to be very close to City Hall, in the parking lot worked. Across Harmony St. at the bus stop was out of range. There were two more access points but I could't get them to work. It was a good idea poorly executed and the cities "PreCambrian" software & hardware didn't help.
ReplyDeleteJim - the wireless was shut down for a number of reasons (some of which you have listed) however to say 'and drug dealers were using it for their business'? Is speculation that until proven by law enforcement is just speculation. I don't disagree that it was misused but forming decisions and making accusations without proof is baseless. Keep up the good work but be wary of the of the things you're throwing at the wall because not all stick.
ReplyDeleteAsk Karl Marking about drug dealers using the free wireless internet. That's actually not a big problem. The access to city records was the big problem.
ReplyDeleteI usually only mention the tip of the iceberg in blog posts. There is a big issue over security of files, an issue that Karl and the new city council addressed. A safe that had the same combination for decades with multiple city employees and former city employees knowing the combination. And "someone" coming into City Hall offices at night. Don't forget that one of our codes officers and a boyfriend of Rep. Hennessy's business manager is doing prison time for selling crack.
And I believe that's just the tip of the iceberg.

Security changes were discussed at the Coatesville City Council Meeting on March 22, 2010
At the March 22, 2010 Coatesville City Council meeting the Coatesville City Council apparently had some serious concerns about security at City Hall. City Council was particularly concerned about the security of the safe in City Hall and the Evidence Room in the Police Department.
March 22, 2010 Coatesville City Council Action Item number 4. Receive and consider changes for installation and monthly charges for Vector Security Contract.

Jim - it's just a suggestion - I'm not here to have a pissing match with you I'm just saying that it is an observation on my part. It's your blog and your opinion but sometimes your statements come off as if it's a proven fact when it actually isn't.
ReplyDeleteIf you want to fix the problem, its starts at the top and setting up a procedure and enforcement (zero tolerance). Karl could only do so much when the administration is the major reason for the problem and the new Manager simply can't manage. In hindsight we needed to bring in an Al Dunlap type or turnaround specialist and clean house. Make people re-interview for their jobs. Downsize, optimize, and farm out departments. Then bring a proven manager in, overpay them (because you would need to do so in order to get top level candidates) and rebuild the organization. As it stands right now, we simply have an old boys club with no accountability and no management. How to enforce the rules when the people who should can't or won't? Unless that changes we'll get the same result. The truth hurts but reality hurts even more in this case. The public needs to know where the City is on the investigation because right now it doesn't seem like there is any movement.
