The only thing that could hold the National Velodrome back is the world economy

The $1million the City of Coatesville is applying for from the County is Federal funding passed to the Commonwealth of Pennsylvania and then to Chester County. So if that Federal money is cut by the “negotiations” now going the $1 million won’t be there.
The Republicans made us the laughing stock of the world holding by a bill to allow the USA to pay money it already owed hostage in order to get what they wanted. The uncertainty and maybe insanity in our government caused by the Republicans may cause investors to look at other countries and all US interest rates to rise. That could make financing the Velodrome very difficult or conversely it could attract  investors, including foreign investors who know cycling, looking for a return on their investment.  
People still went to baseball games and Olympic Games during the Great Depression so maybe sporting events are somewhat depression proof.
