You can hear a back and forth discussion between Coatesville Finance Director Stacy Bjorhus and Coatesville City Councilperson Ed Simpson about the city trash bills at the May 23rd Coatesville City Council meeting here:
There is another wrinkle to the solid waste bill or trash bill in Coatesville that I don’t believe has been addressed in its entirety.
Some residents may be receiving two sets of trash bills.
Real estate is sold not by the building but by the parcel. A parcel number may span 1 row home on the County tax rolls and 2 or more row homes on the City of Coatesville tax rolls. If the people paying the bills don’t keep careful records they may be paying two sets of trash bills for the same property and not realize it. I don’t know how many duplicate records like this exist, but I am aware of one that has been brought to the city's attention.
The finance software was mentioned in the exchange between Councilperson Simpson and Finance Director Bjorhus.
I think the City of Coatesville’s finance software is a disaster and that affects every aspect of managing the city.
