Matt Baker brought up the issue of feral cats and asked when the animal control officer, who is on leave for a disability, will return.
Chief Canale said that she is in rehab with a walking cast and may possibly be back in 4 to 6 weeks.
Chief Canale said he is looking at the issues involved in removing feral cats. Police officers are filling in for animal control. The SPCA charges the Coatesville Police $65.00 per cat. The Coatesville Police need to transport animals to the SPCA.
The cats are trapped to catch them.
Matt asked about the property at 1210 Stirling that had a leaking oil tank. It has been more than 2 years since the problem was discovered. The property has been cleaned up and approved by DEP.
Mr. Marking, who lives nearby, described that, "first they came and they dragged the tank in the front yard, let it sit there for about 6 weeks.  When all the grass died it was obvious that the fuel had contaminated a much larger area. They went in and channeled out all of the soil and put in trash bags some of it they put in the trash, some of it they left in the side yard and it sat like that for about a year and a half. And then finally, I guess, there’s been some motion where the DEP was able to, because Amrit Lal from what I understand was going back and forth with not showing up, scheduling meetings, not appealing and just drawing it out unnecessarily and I think, if I understand correctly your department’s hands were tied because…
Mr. Molina, “We were waiting for DEP.”
Mr. Marking, “DEP to get out and take core samples of the soil was underneath what was underneath what was removed to ensure that they would end up well.
Mr. Molina, “We received a clearance from DEP.”
The City Council revoked Amrit Lal’s landlord license for that property. It’s not clear that whether the revocation applies to all of his properties.
Matt said that starting on April 25th of this year the Neighborhood Blight Reclamation and Revitalization Act (SB 900) that was passed last year that says basically if you have a gentleman like this person, you put a lean against his properties;  you can put a lean against every one of his properties. So maybe you could take a look at that collectively with the RDA.
Mr. Carnes said, “It is my belief that we have an ordinance in place that indicates that a person at least if they’re convicted at a certain level with property violations that the City can notify the County to prohibit that person from participating in sheriff sales. And that’s been an objective of the City because that’s how a lot of these properties falls in the wrong hands. Mr. Lal, well I don’t want to point anybody out, but people do that and the ones that are getting the violations, they can be barred from those sales. I will say that the Codes have been prosecuting some matters and believe it or not we’ve got some convictions that may have an effect on that process.”
Matt Baker said that, “Back in October we did a cleanup of a number of properties with a number of people and Joe Carroll and there was a building between 4th and 5th, it was a garage and the roof had collapsed due to snow on top."
Mr. Molina’s response was, “That’s under enforcement… It has yellow tape on the street. Herb Wagner has that under enforcement.”
Matt, “Can you define, under enforcement”.
Mr. Molina, “Well basically citations have been issued.”
Matt, “I remember when we did a clean up on a Saturday by that Tuesday you had a demolition a red sticker on the side of that building. And then I came back two weeks later and they were gone. So, I’m trying to understand is how it’s under enforcement.”
Mr. Molina, “I will have to check about the demolition sticker.”
Matt, “What I am tying into on Diamond…that garage is actually 1255 East Lincoln Hwy.”
Mr. Molina, “That’s demolished.”
Matt, “Well yea, my question is, if that’s demolished why isn’t the other one?”
Mr. Molina, “That, on 1255, the individual, we have them under enforcement and also he took it upon himself to proceed with demolition.”
Matt, “So is this under enforcement?”
Mr. Molina, “That’s 1255?”
Matt, “Right.”
Mr. Molina, “It’s under a degree of…”
Matt, “I’m just waiting to see here… The windows of course have been broken, where are we on the status of 1255?”
Mr. Molina. “I couldn’t tell you that, I would have to check my notes.”
 Matt, “Can I ask if we could have an update at the next meeting because I’ve lived here for 4 years and for 4 years it’s looked like this.”
