Why were the Citizens of Coatesville kept in the dark?

I learned that the “Steel Trees” were, as Coatesville City Council member Ingrid Jones said, “Coming Home” on Wednesday,  at Monday’s Coatesville City Council meeting.
The first time the Coatesville City Council members heard about it was also at Monday’s meeting.
I searched for information about the event after the City Council meeting.  The only mention I could find about the “Steel Trees coming home” was in a fire department newsletter. That newsletter was from POTTER COUNTY and it was dated APRIL 7, 2010.
An area and national level newspaper found out about the event from me.  I thought the local TV stations were notified. At least they sent a helicopter.
Here in Coatesville most of us were kept in the dark until Tuesday evening April 13, 2010.
The majority of Coatesville residents and the steelworkers that wanted to be here at the event learned about the Steel Trees coming home after it happened.
