The federal "Trigger Lock" law provides for prison terms of 10 years or more for convicted felons who are caught with a gun.

During the Matthews/Legree Coatesville Police Department debacle Coatesville was overrun by competing street gangs. Among the gang graffiti were SUR-13, Surenos, MS-13, Bloods and Crips.

The graffiti could be imitation and not actual gangs. However some real gang members have a problem with imitators. MS-13 gangs are said to kill imitators as though they are rival gang members.

The Bloods and Crips are California gangs that are now nationwide.

SUR-13/Surenos is a Mexican derived gang. MS-13 is a much bloodier Salvadoran derived gang. MS-13 and SUR-13/Surenos are now linked and both can be considered MS-13.

MS-13:
MS gang members will also use the Spanish word “Sureno” (Southerner) to identify themselves. Sometimes Sureno is abbreviated to SUR. These terms make reference to the fact that MS gang members like to claim they are from Southern California as opposed to Northern California, and are rivals with Northern California gangs. Often, this rivalry is taken outside the state of California. Additionally, MS-13 maintains rivalries with the 18th Street gang and the Latin Kings.

“SUR-13 members tried to make a connection here in Coatesville last year. I believe that the 3 SUR-13 members that were arrested by East Fallowfield Police were a part of a group in Virginia and Maryland. An older man with 1 and 3 shaved eyebrows was in a Coatesville Laundromat at about that same time. Investigations lead to the breakup of that SUR-13 group. I have not seen any new SUR-13 graffiti since then.”From:
