Downingtown

Lucky for Downingtown that the County did not make it the designated low property value town in order to keep high profits for non-profits who buy buildings.

If Downingtown was the designated low property value town they would get no political support for revitalization. Maybe Downingtown would get above board support but the backroom Machiavellian politics at high levels would mean a net loss for Downingtown.

If they were in that position people in Downingtown would come out in full force to change the Chester County government.
