Very publicly make announcements that the Obama Administration is going to do nothing in regard to the Bush Administration's torture policy.
At the same time release documents that prove how very extensively torture was used and how extremely counter effective it was.
Do you think there will be a ground swell of honorable Americans demanding that the Bush Administration pay for what they did?
Sounds like a plan.
