Council person Schenk is speaking of Chief Matthews:

“I will be indebted to you for the rest of my life for what you have brought to Coatesville.”

Kurt said of Chief Matthews “you have been a good chief, you were a great chief”.

“Regardless of what the Daily Local News says or the DA says I believe our police department is better off now than it was before you came.”

Then Kurt Schenk talked about the “other” Walker; Zack Walker that was lynched about 100 years ago. Schenk compared Matthews to Zack Walker:

“I believe that Chief Matthews was put in a fire and we had the DA and Andy Hachadorian and the Daily Local News standing there pushing him back in with a pitchfork.
