The alleged unpaid bills the City of Coatesville is said to owe from up to six months ago was not the only thing discussed.

The jaw dropper was the revelation of withdraws from the cities trust fund totaling about $439,000 by City Manager Harry Walker and allegedly to Harry Walker.
The city council was unaware the withdraws.

There were lots of questions about the outstanding debt. Evidently there are two different financial statements; one leaked to the press by an unknown whistleblower and another presented to the city council.
One more interesting item brought out by Ed Simpson was the $20,000 per month administration fee for the police pension fund or $240,000 per year. The company from Downingtown had serviced the city pension funds for years was replaced by someone no one had heard of by City Manager Harry Walker.
The reasons for not filling out the online grant from Governor Rendell were spinning rapidly across the room.
I have a feeling that the alleged discrepancy between the knuckleball financial statements being thrown between Harry Walker, financial consultant Donald McKensie and various city council persons. And the other financial statement leaked by a whistle blower to the press may have something to do with the delay in filling out the form for the emergency grant of $250,000 from the Commonwealth of Pennsylvania.
It did not look good for City Manager Harry Walker and his recently hired financial consultant Donald McKensie tonight. I think that Walker and McKensie might want to consult an attorney before they speak in public again.
I do not know why he was not at the special city council meeting. But City Solicitor Andrew Lehr was not in attendance. I wonder if Andrew Lehr knew about the withdraw from the trust fund?
