Public Corruption in Chester County, PA
I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

So many people are buying pistol ammunition that it is in short supply.
Joseph Stack, the anti-government anti-tax terrorist who flew his building into an IRS office is a new hero of the “Teabaggers”. Representative Steve King, Republican of Iowa, said this about Stack’s crime; “It’s sad the incident in Texas happened,” he said, “but by the same token, it’s an agency that is unnecessary.
Rick Perry the incumbent running for Governor of Texas suggested Texas secede from the United States. Debra Medina his opponent said, “The tree of freedom is occasionally watered with the blood of tyrants and patriots”, the same thing that was on Timothy McVeigh’s tee-shirt. Timothy McVeigh was a White Nationalist who thought his actions would inanimate an insurrection against the Federal Government.
And, we have a black President of the United States.
Take Dick Armey’s medical insurance lobby sponsored “FreedomWorks” out of the “Teabagger movement” and what you have left are people who want not just less government sponsored health care but no government at all. Take Dick Armey and his health insurance lobby out of the Teabaggers and what is left is; Militia Groups, Christian Identity, Patriot Movement, White Supremacists and White Nationalists.
Glenn Beck and Sarah Palin have become Fox News induced leaders of a revived domestic terrorist white nationalist movement that is sweeping across the nation.
Sarah Palin has less chance to be President than Barry Goldwater did but she is part of what seems to be a “Perfect Storm” for domestic terrorism.
When the Teabagger candidates and the Republican candidates who foolishly think they can ride the Teabagger movement lose their elections, the Teabaggers may be driven further toward violent revolution and terrorism.

I don’t think my life or my family was threatened in the same way as Harry Markopolos. But the frustration he felt feels familiar. In 2005 and early in the “Bloc of Four” regime there was only one other person not in law enforcement who agreed with me that Richard Legree had definite plans to control the Coatesville PD. Most people thought I was nuts to think that someone whose live in son was a major drug dealer and who was once called "The biggest drug pusher in Chester County" could become, in effect, Chief of Police in Coatesville. But he was already the Chair of Area 14 of the Chester County Republican Party.
In 2005 when I told people that Chief Bellizzie was going to be fired and Legree was going to arrange to control the Coatesville Police Department, people said, “Jean Krack would never fire him.” I said, “What makes you think Jean Krack won’t be fired too”.
I believed that Legree might not be Chief but that he planned a new position called “Public Safety Officer controlling the PD, FD and possibly Codes office with Legree as the Public Safety Officer. I actually thought that Jean would go in January of 2006 just a few weeks after John Carnes. I already knew about somebody named “Walker” just not exactly who that particular “Walker” was. I think Harry Walker was not ready in January.
When Matthews took over the Narcotics Department was dissolved and Lt. Gordon, who Chester County DA Joe Carroll said was an essential part of narcotics investigation, was put on administrative leave. Matthews had plans to lay off at least six Coatesville Police officers and eventually many more would leave, to the point where there was only one City of Coatesville officer on duty in this high crime City at a given time. See Matthew’s letter to DA Joe Carroll below. Officers from all over Chester County were called in to assist. And for the first time in about 5 years the money was good again in Coatesville, the money from drug sales.
The plan began to unravel when Joel Fitzgerald, who was a candidate for Coatesville PD, told the Philadelphia Inquirer that Richard Legree tried to negotiate a position in the Police Department. Law enforcement from all over Pennsylvania came to support officers in Coatesville and to demand that Matthews shape up or go.
I think that the “forensic audit” now being conducted by the FBI and Chester County Detectives is the beginning. There are a lot of trees to fall before this forest is cleared.

The newfound relief from threats of violence to people who want to serve the citizens of Coatesville instead of a vested interest will go a very long way in bringing Coatesville up again.
The newfound relief seems to have already had an effect on developers interested in Coatesville. Maybe we will get Bart Blatstein back.

But for a Coatesville City Council Meeting; a meeting without hate spewing about is extremely unusual. At the height of the Saha “Save our Farm” debacle every meeting was full of hateful anti-government nutcases, drug dealers, drug dealers masquerading as ministers, hateful ministers and a few citizens hoping for a better Coatesville along with media reporters that braved the hostile environment. At times we had as many as 5 police at the Coatesville City Council meetings for security.
At last night’s meeting Ben Bruton had this to say:You can listen here:
“When I bought here, we were encouraged by what we saw here in Coatesville and my daughter who is 22 months old pulled this out from under the couch the other day and I just thought I’d bring it in… This shows the future of Coatesville 5 years ago. Prior to some things that happened.
I truly hope that someday we can get something like this again to where we’re sitting in these Council Chambers and around these Chamber walls are pictures of could be and what the vision of Coatesville is again.. I applaud you Mr. Reed for sharing with us these reports. Everything was so close to the chest before, if that’s the right word for it and nothing was shared with the public.
And what I’ve seen in the few months since some changes have been made; the sharing from this side of the table to what’s out here is tenfold better… I appreciate it and I hope we can get back to visions like this; to where the rest of Chester County is jealous of what we have to win going down here in Coatesville.”
When I left the building, it occurred to me that I was unconcerned about someone outside waiting to assault me. It was a comforting feeling that holds promise for a good future in Coatesville.

The federal "Trigger Lock" law provides for prison terms of 10 years or more for convicted felons who are caught with a gun.
During the Matthews/Legree Coatesville Police Department debacle Coatesville was overrun by competing street gangs. Among the gang graffiti were SUR-13, Surenos, MS-13, Bloods and Crips.
The graffiti could be imitation and not actual gangs. However some real gang members have a problem with imitators. MS-13 gangs are said to kill imitators as though they are rival gang members.
The Bloods and Crips are California gangs that are now nationwide.
SUR-13/Surenos is a Mexican derived gang. MS-13 is a much bloodier Salvadoran derived gang. MS-13 and SUR-13/Surenos are now linked and both can be considered MS-13.

MS gang members will also use the Spanish word “Sureno” (Southerner) to identify themselves. Sometimes Sureno is abbreviated to SUR. These terms make reference to the fact that MS gang members like to claim they are from Southern California as opposed to Northern California, and are rivals with Northern California gangs. Often, this rivalry is taken outside the state of California. Additionally, MS-13 maintains rivalries with the 18th Street gang and the Latin Kings.

I believe that the 3 SUR-13 members that were arrested by East Fallowfield Police were a part of a group in Virginia and Maryland. An older man with 1 and 3 shaved eyebrows was in a Coatesville Laundromat at about that same time. Investigations lead to the breakup of that SUR-13 group. Nancy Hannum and Pat Sellers sat together in animated conversation at a hearing in Chester County Court in 2005 where Bill Chertok was challenging Kurt Schenk’s Democratic write in votes for the May 2005 Primary. The Court decided in Bill Chertok’s favor and Schenk would not be running as a Republican and Democrat in the November 2005 Election.
The hearing contested Kurt Schenk’s Democratic voter “write in” votes (Schenk is a Republican). The Election Day vote was a “tie vote” between Kurt Schenk and Bill Chertok. But was some of the voting done after the Election? At the hearing we discovered that Voter Services was “Administratively Punching” voter’s ballots well after the election. They were punching ballots that may have been written in for a candidate but not punched.
The County Commissioners also serve as the Election Board. No members of the Election Board including Andy Dinniman, the longest serving Commissioner in the history of Chester County, had any idea that Voter Services was changing ballots to reflect what they considered a voter’s intention.
“Administrative Punching” of Ballots was discovered when the votes in Bill Chertok’s election were recounted in the courtroom. If not for Bill Chertok contesting the count we still would not have any knowledge of “administrative punching”

McVeigh believed bombing the Mariah Federal Building in Oklahoma, City would have a domino effect and begin a White Nationalist insurrection across the US and Canada.
There were several failed “copycat” bombings. The building destroyed by Joseph Stack was actually a target of a bomber that acted shortly after Timothy McVeigh's terrorist attack.

The class action includes the student body of both high schools, approximately 1800 students. In addition the class action includes each high schools immediate family member.
Sean Tobin of Fox news states he was able to speak to a Harriton High Teacher who did not want to be identified that allegedly told him that a lot of teachers are aware that the laptops can be remotely operated and the teachers turn them around to a wall or blackboard to prevent being photographed. The teachers are allegedly aware that they can be monitored.

Do you know anyone who got an infection at a hospital? I have a feeling nearly everyone in the USA does.
We lost Congressman John Murtha most likely because someone forgot to wash their hands or properly disinfect instruments.
When I flew in a Cessna 172 at a small airport in Virginia our pilot used a checklist strapped to his leg. He was a retired USAF Colonel that flew supersonic fighter jets. Pilots use a checklist before every takeoff. They did not use checklists until Boeing instituted them for the WWII B-17 bomber.
It’s time that Doctors and Nurses use a checklist.

Chetty was stuck. He already had $6M invested in Coatesville and was forced to stay. Don Pulver’s hotel was needed in the hotel market regardless of how close it was to Coatesville, so it could go forward.
The “Bloc of Four” and the Walker Administration is the primary reason redevelopment crashed and burned in Coatesville. I believe stopping the redevelopment was the reason the some of the “bloc of four’s” handlers put them in office. The gas fired power plant was allegedly in the planning stages in alleged meetings at the Whip Tavern before the election of the “bloc”. The real money would have been in the “Power Authority” that would sell power over Exelon’s lines. Richard Legree was alleged to say “Patsy may be dumb and crazy but she takes orders”. But that’s another story that involves the drug business in Coatesville.
It is my understanding that if a developer did have some interest in Coatesville; when they saw Patsy Ray in person all interest in developing in Coatesville allegedly vanished.
Now that we have a government that’s interested in moving the City forward instead of praying, building power plants and cutting back on police and fire protection; Bart Blatstein might be interested. The only thing is; the commercial loans have dried up and commercial lending may be nowhere near bottom yet.
Our primary terrorist threat is not from Saudi Arabia it’s from your neighbor.
I have a sinking feeling the coming elections could turn violent.

The system would be used to identify roof or floor trusses with a metal sign that costs about $8 each. If applied correctly, the builders would be responsible for these in the future.
The ordinance which is on-line under section 115 of the code needs to be amended to include language to post a residential development or subdivision in a manner that does not take away from the appearance of someone’s home. Street signs at the entrance/exits would work well.
We need to get this in place while we still have personnel that have been around long enough to remember where we might find this type of construction. The longer we wait, the harder it will be to identify where these features exist.”

§ 115-8.1 Identification of truss construction.

Except as provided in Subsection C below, the owner of a building or structure containing truss construction in any form or manner shall install and maintain a truss emblem in a location so specified by the Fire Department. The location will be designated as close to the main entrance as possible and at a height not more than five feet above the floor level. These emblems will be provided by the Fire Department at a cost determined by resolution by City Council and listed in Chapter 108 of the City Code.
The owner and/or developer of a residential subdivision or multifamily occupancy shall install and maintain a truss emblem within the public right-of-way or within the common elements areas as so determined by the Fire Department.
Single-family dwelling units or semidetached dwelling units containing not more than two dwelling units shall be exempt from installing and maintaining the truss emblem.
The Fire Department, with approval of the Fire Chief, shall determine the exact location for the designated location of such truss emblem and keep such record on file in the Fire Department along with the application being filed in the property file in the Codes Department at City Hall.
The provisions of this section shall apply to the owners of existing buildings or structures having truss construction but such owners shall have six months from the effective date of this section to comply.
The truss emblem will be a triangle in design with a white background with the following letters marked in red in the inside: (F) floor truss construction, (R) roof truss construction, (FR) floor and roof truss construction.
Vacant properties in Coatesville can be a public safety issue.

If fire fighters pull up to a building at 2 o’clock in the morning that building should have something on it to say if it is secure or not secure.
I can support an annual or bi-annual inspection program for vacant properties. I assure you that is in the paid firefighters job description and we would be more than glad to help the Codes Department at what means possible with these inspections at whatever level the City deems fit…Whatever language you put in there; have it differentiate between a rental home that’s vacant for three months vs. the building at 7th and Chestnut that has been boarded up for 10 plus years.
And the reason is, it you take a building like the one at 7th and Chestnut, that building should be placarded. If the Firefighters pull up in front of that at 2 O’clock in the morning there should be something on that building that tells us the building’s stable; the building’s not stable. The building burnt before and there is a sign on it that says there is already a hole in the roof or maybe the second floors unsafe. So the Firefighters know what they can and can’t do at a moment’s notice.
The placard system wouldn’t cost the City peanuts, couple of cents. It is enforceable through the City’s Codes and Fire Department. It would also provide an inventory, a ready inventory in the fire truck, in the computers with the Police Department and the Codes Department so we know who to call when these buildings are open, which we find so often. The Police have huge issues as well going into these places when there’s vagrants in them and people living in them illegally. I think with a good joint effort between all departments we can make the City safer.
I can’t stress enough the importance of getting a pro-active system in place here in the City of Coatesville from now into the future. Whatever I can do to help you guys or the Fire Chief or the Codes Director; I would be more than glad to help you.
We have an ordinance in place that past Chief Francis Pilotti established that recognizes truss roof construction. You may not be aware that truss roof construction is a killer for firefighters. And the reason is the structure it acts differently under the heat of a fire than conventional construction. We have an ordinance in place now that allows us to, the City; to placard certain buildings under certain conditions specifically to identify this type of construction so that we don’t kill our firefighters. That ordinance has not been in place since the day it was put in. And, in my opinion it needs to be updated again to 2010 standards. While we are working on the safety thing if we could come up with a placard system at the same time we could work on a placard system for the truss construction and over a year of two’s time we could get everything up and running smoothly."

“I shovel my sidewalk and as soon as we finish PennDOT comes right down and puts 2 feet of snow back on my sidewalk. If we are not allowed to put it on the street why is Penn Dot allowed to put it on my sidewalk?“
If you don't shovel you sidewalk you get a fine from the City of Coatesville, but after Ms. al Amin shovels 2 feet of snow from her sidewalk PennDOT plows go by so fast that they plow the snow back on her sidewalk and she has to shovel all over again.
If she shovels her sidewalk and while she is away on a business trip PennDOT plows the icy snow from the highway back on the side walk Ms. al Amin has to pay a fine.

There is nothing new about right wing extremists infiltrating the Chester County Republican Committee.
More traditional “Eisenhower Country Club Republicans” are vaguely aware that “something” is wrong about many of the Republican candidates. That’s why the Republicans lose here whenever there is a large voter turnout.
What happened to the Republican Party here is a very sad thing.

Now, while I’m writing this, the program is into education. The education I received was designed to allow me to function in work environment of repetitive assembly line jobs. I never had a job that was repetitive for more than 3 months.
I remember my father telling me to get good grades in school. He also said that you could not learn everything by reading books you need practical knowledge so you can do things. I spent most of my working life in a small 5 person dental lab. That lab was the first to create dental implants in the USA. Some German engineers would stop in to the lab now and then tagging along with the sales reps of the company they worked for. They said we were different than other Americans, “you guys read directions”. I guess reading helped me to “do things”. We were sort of different in the professional building the lab was in; our professional neighbors complained of “excessive laughter” coming from the lab.
Maybe Monks (bookworms) who could read were the “geeks” of the 1500s. When Heidelberg high speed press was made “bookworm geeks” became normal. What’s different about now is that you can be a reader and an author and a painter and a photographer and a filmmaker and a musician and distribute it instantly worldwide.
I had a car accident yesterday. My Nissan Maxima is in the shop being repaired. I could care less if it went over a cliff and crashed and burned at the bottom. Just don’t let anything happen to my BlackBerry.

When a public official makes a false claim for residency I believe that it is usually to gain influence. I don’t have a personal interest in West Vincent Township or even Modena. But I do believe that the City of Coatesville has and has had a slew of public officials that lived elsewhere holding offices that required residency.
Coatesville is a tightly knit community. I drive around town and just observe. When you know people looking around makes a difference. You don’t follow the money here as much as follow the connections between people. I ask around about who is related to who. What people were friends as children; what organizations they belong to and so on. The answers to all of those questions combined with court records, deed records, criminal records, public statements and news articles can bring lots of pieces to the big puzzle together.
Maintaining the elaborate fiction that is sometimes needed to claim to live where you do not can take a lot of effort. More effort to maintain the illusion of residency usually means a bigger payoff for maintaining that illusion. There is a pot of gold to be found.
You can learn a lot just by following the connections between people in Coatesville; but maybe not enough to convict in a Racketeering Influenced and Corrupt Organization trial. You need a money trail. Maybe the Chester County detectives and FBI forensic audit into the finances of the City of Coatesville will put some dollar signs to those connections between people.
“I’m not saying these guys, I’m just saying in general — but in every organized white-collar crime, you have to have a group of people bound by relationships that everybody believes are indestructible,” said Mr. Antar, 62, who was the chief financial officer of the Crazy Eddie discount electronics chain and the cousin of its namesake, Eddie Antar, who was also convicted of fraud.
Being tight-knit — normally considered a plus for any group — “that can work both ways,” he said. Cautioning again that he was speaking hypothetically, he added: 'When the F.B.I. gets a good grip on a guy who belongs to a network like that, it’s like, they can pull the string and the whole thing unravels.”
