Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

Second Precinct: Ingrid Jones
As paralegal, a clerk for the Chester County Commissioners, an administrative assistant in the business world and as a civilian member of the state podiatry board, Ingrid Jones has the knowledge and the first hand experience to help restore the City of Coatesville. “Before we can have redevelopment and enjoy a renaissance in Coatesville, we need to reduce crime and we can do that by investing in our police department, our code enforcement department and by reinstituting the Bicycle Patrol and the Narcotics Division,” Ingrid said. “We must become good stewards of what the people trust us with and we must put our City’s business and financial departments in order.”

Fourth Precinct: Karl Marking
A long time Chester County resident, Karl lives in the Fourth Ward. He works for Deloitte as a Software Deployment Manager. Karl is active in community improvement and is currently helping steer a community garden program. "There will be no growth in business or population until the crime issues are resolved", says Marking. "I feel that we need greater transparency in all the city's dealings as well as a renewed commitment to our Police Department and officers.”

Matt Bakers and his wife reside in the 4th Ward. Matt earned a BS in Criminal Justice Administration from Delaware Valley College and a MS degree in Information Science from Penn State University. He is 39 years old and a software support consultant for SAP America in Newtown Square. “My goals as a councilman would be working with Council to create safer streets, expanded retail and development, lower taxes, and most important bring accountability back to City Hall,” says Baker. “This election is critical – this City cannot wait and let development bypass Coatesville.” Details of Matt's campaign available at

Joe is a longtime resident of Coatesville. He is a combat veteran of the Marine Corp, and saw action in Vietnam. He has been active in our community with the Boy Scouts, the YMCA swim team, and Little League. He is a member of Concerned Citizens of Coatesville, and was president 2006.
Joe wants to lead in changing the perception of Coatesville, to improve the transparency of it's government, “As a grandfather I hope to see Coatesville’s children thrive in a safer, cleaner, and friendlier community. A community that is more welcoming to visitors, businesses and investors alike.”

Reports of a shooting in Coatesville

There are reports of a shooting last night near 6th and Harmony. There are a large amount of people at the Courthouse in Coatesville today; with a double parked police car.

Mosaic Development Partners, LLC Coatesville City Council

Mosaic Development Partners, LLC made a presentation to the Coatesville City Council meeting on Monday April 27, 2009. Mosaic's presentation was approved by Coatesville Redevelopment Authority at their April meeting.

To be honest it, in my opinion it looked more like a “get rich quick” seminar in a hotel room, complete with admonishments to “act now”, than a developer’s presentation.

Mosaic Development Partners incorporated last July and the only references that I have found about the company refer to the flats development in Coatesville. They apparently have no corporate website. UPDATE There is a website here:

If you click on "Projects" a "This page is under construction." note comes up.

The company was formed at about the same time Mosaic made their first presentation to the RDA. Could it be that Coatesville is the only potential customer they have approached? It is almost as though the company was formed to develop the flats in Coatesville. They have no references, but dropped a few names.

I really do not know very much about incorporating a company but is it possible that Mosaic Development Partners, LLC has something to do with the Democratic Republic of the Congo? See:

They seem like good, well educated, energetic people but it is quite an undertaking for a brand new company.

“By the way guys; we moved the pension plan.”

At last night’s Coatesville City Council meeting Ben Bruton, a Coatesville resident, asked a question concerning the Police Pension Fund.

“Why does something administrative like this, be passed in front of council; to move in a multi-million dollar pension plan?

Walker,
“The commission approved it.”

Ben Bruton,
“I recall a meeting where; She (Patsy Ray) was there… Rick Dean was there.

We came to give a pension presentation: we were told that you (Harry Walker) weren’t available. We put on our dog and pony show. At the end of the meeting when we were talking about …. updating PENDOT we were informed, by the way guys, we moved the pension plan.

So the city had us come out, spend our time putting on a presentation. They told us after the fact the pension plans had been moved.”

Victims of crime

Listening to the stories of the victims of crime here is like having your heart not just sink but also dragged through the gutter. I can imagine that every day of not seeing the criminal that tore a loved one from them brought to justice is a day spent partly in anguish.

The victims of crime in Coatesville have called on the city for retribution. They have called on the District Attorney for retribution. Asking the inept Administration of the City of Coatesville to do anything is a futile task. I believe that retribution is coming from the District Attorney’s side. But it looks as though the city administration is more concerned with the rights of criminals than their victims.

Seeing a criminal brought to justice does bring relief to the victims of crime and their loved ones. For some reason that relief or, if you will, pleasure brought by the arrest, conviction and sentencing of a criminal is something that we don’t like to talk about. That pleasure felt is real and it helps to fill a hole in the hearts of the victims of criminals. It is a hole that gets more empty and more lonely as time goes by without retribution.

Bill Shaw and the "Life Transforming Ministries" has been a great asset to our community. In what looks like an expansion of services Life Transforming Ministries is sponsoring “College in Coatesville” in conjunction with Harcum College.

The curfew is back

We drove through Coatesville last night (Saturday) shortly after 10 pm. Except for some activity at the Masonic Hall and the CYWA the streets were empty. On Saturday night in Coatesville when the weather is nice; the corners at 6th Avenue and Lincoln Highway, Pennsylvania Avenue and Lincoln Highway, Chester and Lincoln Highway and 8th Avenue and Lincoln Highway are usually teeming with people. I asked around; the word on the street is that the curfew is back.

You may walk by them at the mall, on the street or at a "Tea Party"..

Call them “The Terrorist Next Door” or “The Enemies Within”. The last one of note here in the Coatesville area was David Wayne Hull; the self declared Imperial Wizard of the Pennsylvania chapter White Knights of the Ku Klux Klan. He intended to blow up the Peach Bottom Power Plant. The attention to detail by Coatesville PD Detective Martin Quinn led to the infiltration of his organization by PA State Police and his arrest and conviction.

Because we have a black president, a reaction to the possibility of lifting the ban on military assault weapons and a failing economy; recruitment is way up. It only takes a few people like Timothy McVeigh to achieve a deadly effect.

Both the White Supremacist blogs; Stormfront (National) and Keystone Alliance (PA) have information about the "Tea Parties" in PA-times and places.

'The local police and local prosecutors are and must be the first line of defense in defeating crime in Chester County," said Assistant U.S. Attorney Thomas P. Hogan Jr. "Chester County residents are incredibly lucky to have such good police officers taking care of them on a day-to-day basis.'...

Hogan said the white supremacist cell was meeting on a regular basis in western Chester County -- in the Honey Brook and Parkesburg areas -- as well as over the border into Lancaster County for years before their arrests in 2002.

'The frightening thing about Hull is not just that he hates people because of their race and not just that he wants to be violent, but that he’s teaching people how to hate and how to be violent,' said Hogan. 'He’s telling people how to make bombs, where to put them and where they’ll do the most damage."

We had a fellow named Pat Sellers in our small city. He ran for PA 6th Congressional District Congress in 96 and picked up Larry Pratt as a speaker for a fundraiser. (See: Lancaster Intelligencer Journal, Lancaster, PA Thursday April 11, 1996 House hopeful charged in fight with teenager) That was after Presidential Candidate Pat Buchanan dropped Pratt because of his alleged KKK connections. Pratt (Gun Owners of America) is partly known as the person who revived the modern day militias. Sellers stated that “he sought Pratt’s support because of his expertise on gun issues.”

“In 1990, Pratt wrote a book, Armed People Victorious, based on his study of "citizen defense patrols" used in Guatemala and the Philippines against Communist rebels — patrols that came to be known as death squads for their murderous brutality. Picturing these groups in rosy terms, Pratt advocated similar militias in the United States — an idea that finally caught on when he was invited for a meeting of 160 extremists, including many famous white supremacists, in 1992.

It was at that meeting, hosted in Colorado by white supremacist minister Pete Peters that the contours of the militia movement were laid out.”

There was an election here in the City of Coatesville PA in 2005. Pat Sellers was a campaign manager who helped to elect 4 Coatesville City Council members who became known as “the bloc of four”. There were alleged threats of “men with rifles in the bushes” on a local radio call in show in the lead up to the election. Coatesville Police could not determine the identity of the caller.

I believe that “bloc of four” city council that led us to a malfunctioning city government in Coatesville and contributed to the 70 plus record breaking arsons and runaway crime here.

Coatesville is in the center of Chester County Pennsylvania it is in the top ten wealthiest counties in the USA in the Main Line Philadelphia area. Princess Grace Kelly grew up nearby. We have regular Fox Hunting with hounds here. Not the place where you would expect to find extremist KKK and Arian Nation activity.

We have had more than our share of KKK and Arian Nation activity here. There were several arrests and convictions of cross burners. But there was one investigation that stood out:

About 7 years ago a City of Coatesville Police Detective Martin Quinn thought that there was something odd about a burglary. He kept the case open. It led to the conviction of three Arian Nation / KKK bomb makers. One bomb maker was David Wayne Hull; the self declared Imperial Wizard of the Pennsylvania chapter White Knights of the Ku Klux Klan. Hull’s intended targets for attacks included abortion clinics, police departments and the Peach Bottom Pennsylvania nuclear power plant. The other two were Joshua Sutter -- a ranking member of the Aryan Nations with national visibility -- and John Keohane -- once a member of a local Ku Klux Klan faction. They are all serving sentences of 8 to 12 years in Federal prison. Now retired Assistant U.S. Attorney Thomas P. Hogan Jr. was instrumental in bringing the extremists to justice. I am sure that many people are unaware all this was occurring in pastoral Chester County Pennsylvania.

There are still several now quiet extremist “cells” alleged to be nearby Coatesville in Chester County. There are a few people like me who are aware of the threat that just a few well armed extremists can have on ordinary people. It is very discouraging to hear that there is a “call to arms” from Right Wing leaders.

Us chickens need to get together and regulate the snakes before they steal all of our nest eggs.

But are some of those snakes are toxic enough to do jail time?

I have this nagging feeling that companies like FirstPlus Financial,Irving, TX; FirstPlus Development,Philadelphia, PA and Rutgers Investment Group Llc Wayne, PA; all of them owned by Associates of Nicky Scarfo and the Gambino Organization may benefit somehow from the ballot cash being doled out by Timothy Geithner.

I wonder if people like Nicky Scarfo and former Bear Stearns CEO and professional gambler James Cayne will be recipients of that bailout cash.

The FBI is on a major hiring spree particularly those with experience in the financial area. But will they get rolling in time to prevent people who I feel had criminal intent in the mortgage derivative investment field from benefiting from bailout cash?

An update:
I think the “bailout rules” are Enron style money laundering. Are there people whose business practices mirror Nicky Scarfo’s and James Cayne’s influencing the Obama Administration because they happen to be among the leadership of US Banking and International Banking?

Can we assume that the plan is to prosecute brown eyed CEO’s for racketeering and give the blue eyed criminal CEO’s billions in taxpayer’s money?

It can be heart wrenching to be immersed in this pot of corruption in the kitchen we call Coatesville. We have been simmering in that pot a long time. It gets hot and stinky in this kitchen and sometimes I would just like to get out of it and move as far away as possible.

But most people do not know the ingredients and the actors who throw things into the pot as well as I do. Not many people know how those ingredients interact and know intuitively what it's going to taste like and smell like when it's done.

Knowing so very much about the ingredients and how they cook together comes with the responsibility to stick around. If I jump ship I could regret the rest of my life.

Maybe what really keeps me here is that I know what the pot once tasted like. I know what a very good dish Coatesville can serve up.
