Public Corruption in Chester County, PA

I believe an unlikely mix of alleged drug trafficking related politicos and alleged white nationalist related politicos united to elect the infamous “Bloc of Four” in the abysmal voter turnout election of 2005. During their four year term the drug business was good again and white nationalists used Coatesville as an example on white supremacist websites like “Stormfront”. Strong community organization and support from law enforcement, in particular Chester County District Attorney Joseph W. Carroll has begun to turn our community around. The Chester County drug trafficking that I believe centers on Coatesville continues and I believe we still have public officials in place that profit from the drug sales. But the people here are amazing and continue to work against the odds to make Coatesville a good place to live.

We need Health Care for small companies

I have excellent health care. I am in a an excellent government run system called Medicare. My children are stuck with needing to choose whatever their employers can get.

I had worked as a dental technologist. It is a very small field and every dental laboratory is a small company there are a handful of dental laboratories with 100 employees. Most are dental laboratory companies have 3 or less employees. The work requires extensive training. The major expense of dental laboratories is health care.

Every company now competes in the world market. I believe that our lack of a unified health care system in the USA is a severe drag on our economy and keeps US companies non-competitive in the world market.

They are looking into allegedly corrupt Chester County Judges on the “Chester County Rant” blog. If they really get into it they might need a new server. I think that parts of the Common Pleas Court in Chester County are rigged for corruption. And then there are the Magisterial District Courts in Chester County. Some Republican Judges in Lehigh County wonder what is happening down there in Chester County.

The Republicans can keep an alleged private club “pure” by bumping unwanted judges up into the Federal Court System.

The alleged corruption of some of the Chester County Court system is the reason I think drug trafficking charges brought by the USDoJ are more effective in Chester County than local charges. I think that Richard Legree Jr. would have been back on the streets immediately if he was held in the Chester County Court System.

Even a Democratic win of the Clerk of Courts position could begin the unraveling of that “rigging”. I think that Mike McCann has a big fight on his hands.

“Seven Charged with Terrorism Violations in North Carolina

I did not know that regular Nazi/Skinhead White Supremacist rallies were held at a farm near Macungie, PA about 5 miles from my house until several years after I left there. Now I know how to identify those white supremacists and their characteristics and techniques. There seem to be a good amount of them near to Coatesville, in Chester County, Lancaster County, Berks County, Northern Montgomery County and just over the Maryland border.

Pennsylvania is a hot spot for White Supremacist organizations partly because of it’s central geographic location. So we are probably always going to have some of them here. And now they are on a growth streak.

I believe the primary terrorist threat in the USA comes from home grown white supremacist and militia groups. That is what makes the recent growth of those organizations and mainstreaming of some elements of those organizations into the media and Republican Party so threatening.

The Nazi/Skinhead right wing extremist types have been emulating tactics and allegedly conspiring with jihadists overseas for years. They have a shared anti-Semitism

Richard Legree

I believe the real reason that led to Richard Legree Sr. leaving the Republican Party for the Democratic Party was that the Republican Party would not permit him to run for District Justice. They had someone else in mind. If not for that he might have died a Republican.

Richard had several jobs. He was a State Constable in Coatesville’s 3rd Ward. He was employed by the Laborers’-Employers Cooperation and Education Trust as an administrator. The Labor Union job took Richard all over the USA.

I didn’t like everything he did but like many others I enjoyed being around him. I think Richard Legree was a congenial person, that he had excellent salesmanship abilities. I believe that Richard had extremely good managerial abilities. They may not ever have been a more “connected” person than Richard Legree. I don’t believe that everything he did was legal. He had an alleged “retail” business and I believe that one key to solving some of our unsolved murders died with Richard Legree.

During the time that former Chief Matthews was Chief of Police in Coatesville I frequently saw Richard in conversation with City Manager Harry Walker. I believe that Richard Legree exerted what leverage he could over the Coatesville Police Department while Matthews was Chief.

You might ask why I am writing about a dead man. It is not so much because of Richard Legree’s official jobs but because of his alleged extra curricular activities. I believe that people have stepped up to fill in for some of Legree’s alleged extra curricular activities. I think there is a very strong possibility that they will “get caught”. I do not think they have the abilities of Richard Legree. I think he was an extraordinary man.

When are they coming to Coatesville?

The "C Street House" is apparently not just a downtown place to bring girls.

They have a "code of silence or “Omertà “the organization is called "The Family” or "La Cosa Nostra". And get this the Republican Senators and Congressmen swear Omerta or “silence to the government” and burn a picture of Ronald Reagan in their hand.

The list of Republicans that use the C Street House includes our own Congressman Joe Pitts.

OK, I made up “The Family” members burning a picture of Ronald Reagan in their hand but everything else about “The Family” fits a description of “The Mafia”.

I already know a formidable amount about the Sicilian and Calabrese versions of the Mafia. I need to know more about our own home grown version of the Mafia. A Taliban and Al Qaeda controlled Pakistan?

When something blows up in Israel it gets my attention because like a lot of Americans I have friends living in Israel. I don’t live there, so I can’t say if this is an accurate statement: Correct me if I am wrong; but from what I see and read not much is mentioned in Israel about a threat from Pakistan.

The talk about a nuclear Iran make it appear as though Iran already has nuclear tipped missiles aimed at Israel. The reality is there is just a possibility that Iran may have nuclear weapons someday.

I think that Israeli politicians are crying wolf to get votes. While this worry is lavished on Iran the Taliban and Al Qaeda is rapidly gaining control in Pakistan. As the article below states Pakistan has 80 to 100 nuclear weapons. It also has and nuclear missiles and nuclear capable aircraft. What country do you think a Taliban controlled Pakistan would have as a bull’s eye?

His house blew up this month in a thunderous explosion that leveled much of his village and could be heard six miles away. The fall of the Republican Party

The anti-immigration nut cases are trying to make a case that immigration to the USA will increase if we have health care for all in the USA. They actually have a good point. An average non-billionaire Canadian or European citizen would be nuts to trade living in his own country to live in a country where just getting sick means you loose everything that you own and worked for. Foreign residents who are being educated and trained in the USA might have a reason to take up permanent residence in the USA if our health care rises to an adequate level.

Everyone of us knows someone who picked up an infection in a hospital. Right now US hospitals are a place to go to die. You could go into a hospital for routine surgery and come out in a hearse because you died from an infection picked up in the hospital. The hospitals are forced to cut costs. Lack of adequate staff and properly trained staff means that sometimes infections ride on equipment and sometimes on gloves. Your insurance company could care less what happens to you. Your insurance companies customers are not you or your employer. Their customers are their stockholders

The anti-medical care for all Americans fight is being led by convicted felon Rick Scott. Scott is a former hospital company chief executive forced to resign as C.E.O. after his company defrauded the government through overbilling. But that is just the TV advertising of the medical insurance industry. The real battlefield of the insurance company’s war against US citizens is in the halls of Congress.

I understand that some Democrats are in the pockets of medical insurance and drug company lobbyists. But let’s get something straight. If the Republican's prostitutes on Capitol Hill and their insurance and drug company johns prevent US citizens from getting adequate medical care the Republican Party is finished. It may not be immediate. It may take a few election cycles but the Republican Party will be history.

Coatesville Detectives, Chester County Detectives, State Police and local Federal Attorney Tom Hogan were instrumental in their arrests and convictions. Their plans were to blow up the Peach Bottom Nuclear Power Plant. I believe that remnants of their organization may still be in existence. Concerning the residency case in West Vincent Supervisor Barry DiLibero:

I don’t know the underlying part of this residency of a public official case in West Vincent Township; the part that really matters but is unmentioned in newspaper articles.

I do know something about “voters” in Coatesville.

There may be about 50 “voters” that are the same persons registered to vote in Coatesville multiple times under variations of the same name. Some people have addresses of non-existent properties or churches or barbershops. Some are registered under slightly different names in multiple precincts. The answer is yes, some of those people are under investigation.

I have a feeling that many people are called on to purposefully falsely register to vote for political reasons. That is to be called on to vote in close local elections where one vote can sometimes be a deciding factor. This may be an endemic problem in some areas of Chester County.

There are also are public officials serving at positions that require residency that are registered to vote in Coatesville at apartments they own. But they have families in West Chester, or elsewhere. I believe that they are falsely registered in Coatesville for political reasons.

It can be obvious that someone does not live where they are registered to vote. But right now the court cases concerning residency are decided like criminal cases. That is; proven not to live at an address 4 days a week beyond a shadow of doubt. For someone that contests residency it is an almost impossible burden to overcome in court. The “bad guys” are very well aware of this.

As far as complaints about booking instead of serving a politico in Modena; I think that the summons might not ever leave the trunk of the constable’s car. Richard Legree Jr’s summons once got lost in Constable Clayton Ayers’ trunk and Clayton Ayers Jr’s summons once got lost in Constable Richard Legree’s trunk.

This case could turn out to be a test of proof of residency. If it turns out on the District Attorney’s side it could have far reaching effects in our own corruption riddled Chester County.

Some rambling about the local political condition here in Chester County

The local Chester County Republican Party is weakened by the total meltdown of the Republican National Party now firmly under the control of Palin, Norquist and Limbaugh.

It appears as though a well organized ultra right wing group of local Republican “Tea Parties for Palin”, anti-Darwin, Confederate Flag waving types are rising out of the ashes of the former staid old foxhunting and country club Eisenhower Republican Party here in Chester County. It looks like the local Chester County Republicans may condense into Ideologues who are very good at energizing each other and not much else.

They have formed a local group called “Chester County Action, Americans for Christian Traditions in our Nation” (sounds more than a little KKKish) and a Pennsylvania wide “Pennsylvania Conservative Council”.

All it would take is a light to moderate countywide voter turnout to reduce the Republican Parties influence in Chester County even further. A heavy voter turnout might almost eliminate the local Republican Party.

At the same time the Chester Democratic Party is growing with each Election; each Election, not just the General Election in the fall. You also need to keep in mind that the “Country Club Republicans” of the Eisenhower area are living and possibly reflexively voting to the memory of that long gone Republican Party. And most of those Republicans are in their 80s.

The flag of that “Eisenhower Republican Party” ideology has been picked up by the Democratic Party that now represents the views of the overwhelming majority of Americans. That fact is being demonstrated by voting patterns all across our Nation.

We have to be careful what we wish for. It is not a good thing to have a one party system. It would be much better to choose from two qualified candidates from either party than to choose from one qualified Democrat and one tinfoil hat, extremist screwball Republican. The tinfoil hat Republican types are usually very well armed and if frustrated enough could turn to violence.

The way Coatesville politics works

Organized Crime as defined by the FBI:
Organized Crime
The FBI defines organized crime as any group having some manner of a formalized structure and whose primary objective is to obtain money through illegal activities. Such groups maintain their position through the use of actual or threatened violence, corrupt public officials, graft, or extortion, and generally have a significant impact on the people in their locales, region, or the country as a whole.”

Long established drug trafficking “businesses” simply cannot exist without cooperative and corrupt public officials.

I believe that there are two basic groups of politicians in the City of Coatesville and nearby:

1. Those that are working against the drug trafficking, culture and economy

2. Those that “go along” with the drug trafficking, culture and economy

Please note that the public officials themselves may not be aware that some of their backers are “going along” with the drug trafficking economy in Coatesville.

Drug trafficking is big business in Coatesville. I believe that when Coatesville was crawling with undercover ATF officers looking for arsonists the drug business in Coatesville nearly dried up. Some of the businesses used by Coatesville residents had a downturn in business and people had some trouble paying bills. It was not just bad press. Bad press does not keep anyone from paying bills.

He was not the easiest person to get along with but the cornerstone of Paul Janssen’s plans for the growth of Coatesville was to make the streets safe and drive out the drug dealers. When Janssen began working here his opposition to the then prevailing stranglehold that drug traffickers held over Coatesville was the reason that the FBI told the Janssen family not to live within the Coatesville City limits.

Coatesville’s former administration was approaching that goal of making the streets safe and did make it nearly impossible for a drug dealer to live within the city limits without being picked up by Coatesville Police. They could not even come into Coatesville to visit a girfriend without risking arrest.

I believe that the people who back politicians that “go along” with the drug trafficking finally got back into control and as a US Attorney involved in prosecuting drug traffickers in Chester County said to me: “Coatesville was ready to turn over and then these new guys came in”. Within a few months the dealers came back in a very big and violent way.

In addition to intimidation, threats of violence and payoffs; I believe that it’s Coatesville’s “politics” that keeps Coatesville’s biggest business enterprise going on Friday and Saturday nights.

If you want to be in politics in Coatesville the easiest route is to close your eyes and ears and just go with the flow. The money and political machine is there for you if you do.

Some people are so deep in the community trees in Coatesville that they don't see how the forrest works. Or maybe they think they can give in a little to the powers that be and still make Coatesville a good place to live.

Organized crime doesn't work that way. Greed is the highest value in organized crime systems and trumps life itself. .The people that take the easy go along with the flow way will eventually be brought down or burned some way by organized crime. There is no middle road.

Just a careful reading of news reports can tell you a lot about who goes along and who does not.

Alleged Robbery 10th and Walnut St, Coatesville

The Coatesville police were looking for a large number of kids on bikes tonight. They were alleged to be involved in a robbery tonight on the 1000 block of Walnut St. at about 8:30 pm.

It's summertime in Coatesville.

“Who would want to move next to someone has 10 dogs in their back yard with feces, you can’t go out and deal with those situations.”

Ms. Scott is addressing the Coatesville City Council at the “Citizen’s Comments” session. Dale Scott is the former Animal Control Officer of the City of Coatesville. She was given an offer by Mr. Walker to come back as a sub-contractor. She said was compelled by contract to refuse.


Ms. Scott said that the Coatesville Police Department has taken calls from Coatesville residents and is telling them to contact the SPCA. The SPCA does not have a contract with the city. They will only come into Coatesville for an “injured animal”.

“Due the large amount of calls because people are telling them to call the SPCA and say it’s injured because the police have no other alternative, there’re not going into Coatesville period. So if there is an animal hit by a car, who’s going to help that animal? Because now Coatesville has cried wolf so many times; who’s going to come out and help them?” What is anybody going to do? Does anyone care?”...

"My issue and the way that I see it; I was let go for political reasons and not budgetary reasons. Which to me, is pretty sad. Because, everybody here should be here for the city. They should not be here for their own political agenda or their self, Everybody here should be here for the city and the City residents. And they’re not.

And I can’t sit here and say, you, you, you; but everybody knows who they are and what they represent."

About the Final Determination of the Pennsylvania Office of Public Records

I gave the report of the Finial Determination of the Pennsylvania Office of Open Records to Coatesville City Council Chair Martin Eggleston at the Coatesville City Council Meeting last night. I asked if he had seen it before and he said no. He took the copy and said that he would make copies for all the other Coatesville City Council members.

It is very obvious to me that the sudden interest in public records by the City Administration is because of the finial determination of the Office of Open Records. And, the drop dead date for compliance to the Right to Know Law was June 26, 2009 only 4 days after the Coatesville City Council Meeting.

At the June 22nd Coatesville City Council Meeting I assumed that the Council members all knew about the finial determination of the Office of Open Records. I assumed that all the City Council Members were aware that the Administration was proposing the document shredding and appointment of a designated Open Records Officer because they were compelled to do so by the Commonwealth of Pennsylvania. I was completely wrong on this assumption. I think that I can assume that the Coatesville City Council Members were completely in the dark about it.

Evidently, none of them read the Coatesville Dems Blog.

COATESVILLE — Vegetables are not the only thing growing in the Coatesville Victory Gardens this season.

Among the tomatoes, beans and lettuce of the community plot, gardening knowledge and camaraderie have also sprouted among members of Coatesville Victory Gardens.

Local green thumbs, and a few brown ones, joined forces earlier this year to establish a community garden aimed at providing fresh, organic and nutritious food to city residents.

"I have always been impressed with the CSAs (community-supported agriculture) in downtown Philadelphia and I was interested in trying the same thing here in Coatesville," said Keith Gargus, one of the founding members of the organization.

I wonder if Russell Crowe will play Wendell Potter in the movie about exposing the medical insurance industry?

I saw Bill Moyers Journal with former medical insurance executive Wendell Potter last night. When I was watching The Bill Moyers show scenes from "The Insider" and Russell Crowe playing Dr. Victor DeNoble testifying against his former tobacco company employers kept popping up in my mind.

The business plans of the tobacco industry and the medical insurance industry are very similar. They both sell a product that exploits the people that buy their product. They are both forced to lie in advertising their product and have extreme lobbing to keep their industry as unregulated as possible. And both the tobacco industry and the medical insurance industries real customers that their business model is compelled to satisfy are Wall Street hedge fund brokers.

One very revealing statement by Wendell Potter is that our government run Medicare system has about a 3% overhead or about 97% of the incoming funds are used for patient care. On the other hand medical insurance companies pocket about 20% of incoming funds and use about 80% for patient care. And if that target percentage for patient care slips a little to say 81% they could loose very big on the hedge fund market and their stock price on Wall Street could plummet.


Now the medical insurance industry has it's version of Dr. Victor DeNoble testifying in Congress against the tobacco industry executives. I wonder if Russell Crowe will play Wendell Potter in the movie.

According to my present records no one has yet downloaded the entire documents from the Coatesville Unity Committee Campaign Finance Report.

Pages 17 to 21 are detailed invoices from AMEXICOM, LLC of AMEXICOM's costs.

AMEXICOM, LLC discounted 50% from the two candidates who withdrew from the election. Adding $840.35 back into AMEXICOM’s invoices brings the total costs from $4398.42 to $5238.67.

In my opinion judging from what we experienced in the streets the alleged cash amounts for Election Day campaign poll workers "street money"($100.00) appears to be grossly understated. There is no way of knowing for sure but I think $5,000 is a closer estimate. And who or what is "Jackson" (page 17, INVOICE for Candidate, Jarrell Brazzle).

There are two political entities in Coatesville; hint it’s not Democrats and Republicans

The two basic political entities are those who are go along with the drug traffickers and those who are working against the drug traffickers. It does not matter whether they are Democrats or Republicans; the big differences in politicians here is whether they go along with the drug scene or not. One caveat to keep in mind is that there are many naïves who do not understand how things work here.

There is a separate underground economy that operates on trickle down money from drug trafficking in Coatesville. When the undercover ATF and DEA people were here because of the arson, much of the drug trafficking stopped. The legitimate local business here suffered; some people did not have the cash to their pay bills.

There is no long standing drug trafficking business anywhere that does not have support from public officials. Read; Police Politics Corruption “The mixture dangerous to freedom and justice” by Colonel Frank McKetta Retired Pennsylvania State Police.

On the surface Coatesville seems like an ordinary Pennsylvania town. But a drive down any main street on a Friday or Saturday night will tell you that this is a huge drug trafficking town. It is a beautiful town with great potential and wonderful people but one that is held hostage by long time drug traffickers with political connections. I call it “Little Sicily”.

If a shooting occurs in front of several people in Coatesville right now; chances are “nobody saw it”. Much of the tips that law enforcement does get in Coatesville comes from new residents. Coatesville is a city of about 12,000 residents with the infrastructure for 20,000 residents. New residents without long time family connections in Coatesville cannot be easily intimidated by drug traffickers. The USDoJ is well aware that a redevelopment of Coatesville that brings in new people may be the end of the drug trafficking and the terror hold that it has over Coatesville. The drug traffickers are also aware of that fact.

Election of people not connected to the drug trafficking political establishment here will help but what I think Coatesville and Chester County really needs is a full investigation of the city by the USDoJ. Until that happens we will continue to see articles like this one in the Daily Local News:
